Liuyang River is an important model of creating a beautiful river and lake in Hunan Province. It carries the discharge of sewage from life and industry in Changsha City. With the development of social economy, the pressure of pollution load is increasing. Based on the investigation of the current situation of sewage discharge outlets along the Liuyang River main stream, through the water quality analysis and evaluation of each water functional area of the Liuyang River main stream, it is determined that the important pollutants in the basin are CODcr, ammonia nitrogen and total phosphorus, and the water environmental capacity of each water functional area is calculated by combining the one-dimensional water quality calculation model. The functional areas of water exceeding the pollutant level are determined to be Liuyang River Changsha Landscape Entertainment Water Supply Area, Liuyang River Langli Drinking Water Source Area, Liuyang River Changsha-Yuhua Transition Area, Taipingqiao -- Cheng Chong Drinking Water Source Area of Liuyang River, and Liuyang River Landscape Industrial Water Supply Area. At the same time, the MIKE11 hydrodynamic model-Water quality model was built to study the optimization and adjustment plan for the layout of sewage outlet into the river in the exceeded water functional area. The MIKE11 hydrodynamic model was used to simulate the optimization and adjustment plan, and measures such as sewage interception, relocation, and reduction of sewage volume at the sewage outlet into the river could make the exceeded water functional area reach the corresponding water quality management goals. The purpose of this paper is to verify the river water environmental capacity and formulate a reasonable regulation plan for the discharge outlet of the river in the over-standard water functional area, so as to provide a basis for the water functional area to meet the water quality target management requirements, so as to realize the beautiful Liuyang River evergreen.
