Guaranteeing the ecological flow of rivers and lakes is a basic requirement for strengthening the control of the development and utilization of water resources and promoting the ecological protection and restoration of rivers and lakes. It is also an important measure for the construction of water ecological civilization, and is of great significance for strengthening the supervision of the water conservancy industry and safeguarding the water security of basins. In order to fully guarantee the ecological flow of the river and integrate the ecological protection needs of the upstream and downstream of the river basin, the assessment sections of the ecological flow guarantee of Suijiang River, the first tributary of Beijiang River, are determined as Mohu hydropower station, Wazogang hydropower Station and Majang hydropower Station. According to the ecological flow calculation procedures, the ecological flow was calculated by Qp method and Tennant method, and combined with the existing planning results, the ecological flow of the examination section of Mohu hydropower station, Wazao Gang and Majang hydropower station was determined to be 11.20 m3/s, 20.79m3/s and 24.50m3/s, respectively. Based on the ecological flow guarantee goal, to meet the downstream water requirements for living, ecological and production, and according to the reservoir capacity, geographical location, dispatching rules and other factors, Xiazhu Reservoir, Xinwan Reservoir, Huashan Reservoir and Jianggu Reservoir are selected as the backbone dispatching reservoirs in the Suijiang River basin, while taking into account the flood control, irrigation, power generation, water supply and other functions within the basin. It is determined to adopt the principle of "responsibility sharing, dry first and then support, and complement trunk and branch" in reservoir dispatching, comprehensively determine the reservoir joint dispatching scheme for each ecological flow assessment section, make every effort to ensure that the ecological flow assessment section meets the standards, provide strong technical support for promoting the protection and restoration of water ecosystem, and promote the high-quality development of the basin.
