Shaanxi province is short of water resources, the contradiction between water supply and demand is prominent, and the utilization of unconventional water resources is insufficient. In order to improve the utilization rate of unconventional water resources in Shaanxi Province, according to in-depth investigation and data analysis, the engineering capacity of unconventional water resources utilization in Shaanxi Province is estimated to be 867.64 million m3, of which reclaimed water, rain ( flood ) water, brackish water and mine water utilization engineering capacity account for 60 %, 5 %, 3 % and 32 %. In 2020, the total water consumption of unconventional water source projects in Shaanxi Province was 576.97 million m3. The water consumption for river and lake wetland replenishment, industrial water, greening irrigation, municipal miscellaneous use, agricultural irrigation and rural domestic were account for 42 %, 24 %, 14 %, 10 %, 7 % and 3 %. The "fish-bone analysis" + "5M factor method" are used to analyze the problems of restricting the use of unconventional water resources in Shaanxi Province from five aspects: material ( foundation ), method, machine ( software and hardware ), human and environment,The problems include : poor coordination between departments, insufficient guidance of top-level design, imperfect management mechanism, weak financial support, ineffective engagement of standards and norms, imperfect construction of supporting projects, high treatment cost, insufficient innovation of utilization mode, low social awareness, imperfect construction of grass-roots talent team, undiversified financing channels, and insignificant market and price regulation. The engineering countermeasures for the utilization of four unconventional water resources, including reclaimed water, rainwater and flood, mine drainage water and brackish water are proposed, and the management countermeasures are formulated from six aspects : policies and regulations, mechanism system, technological innovation, financial security, team construction, propaganda and demonstration.which has reference significance for alleviating the shortage of water resources and ensuring water security in northern China.
