"The Outline of the Development Plan for the Greater Bay Area of Guangdong, Hong Kong, and Macao" points out that it is hoped to build the Greater Bay Area of Guangdong, Hong Kong, and Macao into an "international first-class bay area and world-class urban agglomeration". As an important and irreplaceable strategic resource, water resources play an important role in supporting the high-quality development of Greater Bay Area with their safety assurance and management level. Currently, the per capita share of water resources Greater Bay Area is small, and the spatial and temporal distribution is severely uneven. The water supply in the area mainly depends on surface water, and the distribution of water resources is not coordinated with regional economic development; In addition, the salt tide upstream problem in the the Pearl River Estuary is serious, and the excessive development of local water resources in the region has led to serious pollution in some river sections, and social and economic development is facing many threats. In recent years, the Greater Bay Area has adhered to the implementation of the "16 character" water control policy and implemented the strictest water resource management system, achieving significant results in water resource management, providing a strong guarantee for its high-quality development. Based on the analysis of the current situation of water resources endowment, water quality, development and utilization in Greater Bay Area, this paper analyzes the challenges faced by water resources security, mainly including insufficient water supply security, low water use efficiency, and relatively fragile water ecological environment. Based on the policies, systems, and technical measures in water resource management in Greater Bay Area in recent years, the main achievements are summarized as follows: first, the gradual establishment of urban and rural water supply and consumption systems; second, the gradual improvement of water use efficiency; third, the continuous improvement of the water ecological environment; and fourth, the continuous improvement of water governance and management capabilities.
