The inter-provincial reservoir is located in the inter-provincial border, and its geographical location is sensitive and special, so it plays a very important role in the development of river basin and region. Currently, the management of inter-provincial reservoir mainly focuses on the reservoir management. The inter-provincial reservoir management becomes more complicated because it spans two or more provincial administrative regions and involves many management subjects. Inter-provincial reservoir management is mainly aimed at the man-made construction engineering, namely the management of hydraulic buildings and supporting facilities. The scope of management is small and the management surface is narrow. Moreover, due to inter-provincial issues, unclear management responsibilities, unfavorable system, and lack of comprehensive laws and regulations on reservoir management, the reservoir resource management and protection are weaker, which seriously affects the safety of the reservoir. It restricts the unified management and sustainable utilization of water resources in the basin. With the continuous implementation of river and lake chief system in our country, the reservoir has been brought into the implementation scope of river and lake chief system. The implementation of river and lake chief system has provided a strong grasping hand for cross-provincial reservoir area management and protection, but also put forward higher and finer requirements for cross-provincial reservoir area management. Based on the investigation of cross-province reservoir area management, this paper analyzes the main problems such as unclear administrative responsibility, imperfect cooperation mechanism, not effective implementation of management responsibility, unclear management scope boundary, difficult development and utilization management, and discusses the necessity of cross-province reservoir area management legislation.The legislative suggestions are put forward from the following four aspects: 1. Unify the legislative thought and reduce the legislative resistance; 2. Clarify the legislative purpose and strengthen the top-level design; 3. Delimit the area of management and protection of the reservoir area and strengthen the management and protection of the shoreline of the water area; 4. Improve management systems and mechanisms, and clarify management and protection responsibilities. It can provide some reference for the legislative work of cross-province reservoir area.
