In order to implement the strictest water resources management system, improve the water resources management ability of Sichuan Province, and explore the demand for water resources carrying capacity suitable for the economic and social development of Sichuan province, Sichuan Province carried out the research on the reform of water rights and water prices, and basically established a water rights system with clear ownership, clear rights and responsibilities, smooth circulation and effective supervision. A pricing mechanism for water conservancy projects has been established and improved, which is conducive to the conservation of water resources and the sound operation of water conservancy projects and is compatible with the investment and financing system. We will innovate the model of water price reform, clarify the target of water supply pricing, implement categorized water supply pricing, reasonably determine price levels, and optimize water supply pricing methods. We will sort out and complete the experience of water price reform in typical countries and regions, and deeply analyze the experience of water price reform in typical foreign countries such as the United States, France, Japan and Australia. This paper draws on the current pricing mechanism and experience in the electric power and natural gas industries, including the reform of on-grid electricity price, the main calculation of transmission and distribution electricity price, the reform policy of natural gas pipeline transportation price, the principles of natural gas pipeline transportation price, and the calculation of natural gas pipeline transportation price, and puts forward the enlightenment on the water price reform. The paper systematically analyzes the policy requirements of water price reform of the state and Sichuan province, the current situation of water supply price analysis of water conservancy projects in typical irrigation areas, the main problems and so on, and puts forward the trend and strategic direction of reform and development in the next step. After sorting out and completing the theoretical research and reform practice analysis of water rights at home and abroad, combined with the relevant policy requirements of the central government and Sichuan Province, the situation and requirements of Sichuan water rights reform are put forward. Based on the analysis of the characteristics of Sichuan's water resources endowment and the layout of regional economic development, the overall layout and breakthrough direction of Sichuan's water rights reform were preliminarily constructed.
