Water shortage, Water demands conflict, Water pollution were the common problems in the Northern China. Study on river's ecological restoration and water supply was a method to taking all factors into consideration, including water demands in and out of river, water demands between urban and rural areas, water demands for life, industry and agriculture, and provided a way to continuously improve water environment quality. Dongliao River was in the comprehensive water environment control plan for key river basins in the "Fourteenth Five-Year Plan". There were a series of problems such as water shortage, river cutoff, water pollution and so on in the river. Water environment, water resources and water ecology were an organic whole in our research, but we made water resource as the principal line. There were four hierarchies in our study: For the basin, we made water distribution scheme though water resources optimized allocation model, considering the situation and planning prospect. According to different administrative district on left or right banks, upstreams or downstreams, supply and requirement balance analysis calculation on water resources was carry out. The water distribution plan shall be implemented by the provincial water administrative department. For the reservoirs and water transfer projects, we made dispatching rules. Including Erlongshan reservoir, Yangmu reservoir, Nanwaizi irrigation area, Qinjiatun irrigation area, Lishu irrigation area, Shuangshan irrigation area and so on. For the ecological water demand, we made ecological flow guarantee scheme of Erlongshan reservoir section and Wangben section. We divided 12 months to three periods according to different hydrological characteristics, Flood period, Non-flood period and Freezing period can represent the ecological needs of different periods. For the implementation, we made annual scheduling plan to ensure the realization of various objectives, which could be adjustmented by month or even ten days. The study played an important role in Rigid constraint of water resource, and made the promotion of efficient use of water resources, ensure the ascending of the water environment quality. The Dongliao River’s ecological flow was 100% guaranteed during 2022 for a whole year in contrast to the lowest rate 20% in the freezing period during 1980~2016.
