Li Yinsheng was born in Heilongjiang China. He is the Director General of Strategy and Development Research Center of China Three Gorges Corp (CTG). He was Chairman and CEO of China International Water & Electric Corp. (CWE), CEO of CTG Brazil, Executive Vice President of CTG International, and Board Member of EDP. He holds a B.Sc. and an M. Eng. from Tsinghua University and EMBA from OneMBA.
