The water right and water market reform is an important part of water resource management reform. In recent years, the CPC Central Committee and The State Council have repeatedly put forward clear requirements for establishing and improving the national water rights system. In order to actively and prudently promote the construction of the water rights system, the Ministry of Water Resources organized pilot programs for water rights in 2014, including the confirmation and registration of water rights in Ningxia, Hubei and Jiangxi provinces, and the trading of water rights in Inner Mongolia, Gansu, Henan and Guangdong provinces. These programs have achieved certain results. From the supply side of water resources, this paper puts forward that the right of water intake is the right of exploitation of water resources, which is the right based on the act of water intake. Water intake means to draw water directly from rivers, lakes or underground by means of water engineering, such as locks (excluding ship locks), DAMS, diversion hydropower stations across rivers, channels, artificial river courses, siphons and other diversion engineering or mechanical water lifting facilities. From the demand side of water resources, it is pointed out that water right is the right of consumption and utilization of water resources, which is the right of water users to "use" water resources in the social and economic activities of production, life and life, and the value of water resources can be reflected through the acquisition and utilization of water resources. This paper analyzes the internal relationship between water intake right and water use right based on the dual water cycle model of water resources, and proposes the development mode of water intake right government administrative regulation of water use right market economic allocation in order to promote the reform and development of water right system. Realize the rational allocation and utilization of water resources.
