Abstract

ABSTRACT

Trade of licensing rights between regions is possible, using two assets as base: high risk flow and low risk flow. Both flows are derived from the retention curve, previously defined for the water management unit, and it seems that it can be set through the basin committee proposal, and approved by its respective water resources council. Thanks to the market mechanism two agents would increase satisfaction levels equal to or superior to those they would have obtained only by consuming the goods they initially had. In this article it is established a water negociation between different regions where the starting point correspond to the wealth of water from each of the two regions, since any improvement is not possible for any of the regions if there is no compensated exchanges between them.
