ABSTRACT
The paper focuses on water management through research about the legal and institutional model for regulating the use of this environmental good in the Amazon region. It analyzes the public control exercised over the use of water by mining, such as Pará Pigmentos S/A (PPSA) and Mineração Bauxita Paragominas (MBP), located in Pará. PPSA acts since 1996, exploring kaolin and MBP since 2007, exploiting bauxite, requiring large amounts of water in their processes of extraction, processing and transportation of minerals. The main objective is to compare the relationship between political arrangements, legal and institutional attitudes of economic and social agents in the management and governance of water resources, between the years 1996 and 2008 in order to verify the paths of regulation water, as well as the effective capacity of public institutions to control their use.
