BASES OF A STRATEGIC PLAN OF SUSTAINABLE WATER
RESOURCES MANAGEMENT: THE CASE OF SOUTH REGION OF CORDOBA, ARGENTINA

Abstract Until few years ago the dispersion of actions was the dominating
characteristic in the institutional scheme of Argentina in reference to the management of its water resources. Because
of this, the country has suffered considerable annual economic losses, in the order of 1.500 million dollars. The
solution of the problem requires a rational handling of its water resources, starting from the idea of integrated analysis
of the water basins involved.
In this work there are shown the bases of a Strategic Plan of Water Resources for
the south region of Córdoba province. This region is one of the most important agricultural-cattlemen areas in the
country. It has approximately 60.000 km2 and includes 131 urban centers, those that, together with the neighbor
rural areas, have a population of around 430.000 inhabitants. There are also showed, some practical actions
developed with the sense to implement this Plan in a sub-basin (Huanchilla / Pacheco de Melo), considered
representative of the current water resource problem.
The Plan was made as a participatory and dynamic
instrument, based on the principles of an integrated management of the water resources (IWRM) and in relation with
the rector principles of water policies recently accepted in the country.
