Abstract

Morocco’s water governance is shifting from fragmented crisis management to a strategic, integrated, and resilient model. This transformation is driven by the synergy of three pillars: legal and institutional reform, financial innovation, and territorial participation. Mechanisms such as Regional Companies and Integrated Territorial Development Programs operationalize these reforms, linking state strategy to local needs. Anchored in ethical stewardship, the approach elevates water as a right. It not only aligns with the SDGs but also formalizes green investment and provides a replicable framework for water resilience in scarcity-prone settings, instilling confidence in its effectiveness.
