Globally, groundwater demand is increasing, yet planning for its allocation remains limited, despite its importance for groundwater-dependent communities (Heiskanen 2022). In South Africa, various mechanisms for allocating groundwater have been developed and prescribed under Chapter 4 of the National Water Act (NWA Act No. 36 of 1998). This includes allocating groundwater through issuing a WULA, confirming GA, conducting V &V of the ELU, as well as Schedule 1 water use. Despite these mechanisms, over- or under-allocation of groundwater remains a serious problem for users who rely heavily on groundwater resources (Williams, 2018). Effective allocation depends on accurate estimation of aquifer hydraulic parameters and a clear understanding of both local and regional recharge dynamics.
