Flooding risk zoning and prevention zoning are the basis of scientific decision-making, planning and management of flood control and disaster mitigation. It is of scientific significance and practical value to research on applicability of zoning methods in different regions. In this paper, a county-level administrative district in Tongshan District, Jiangsu Province is taken as a case study. Firstly, the zoning unit is subdivided according to its physical and geographical characteristics, the source and magnitude of flood risk are analyzed, and the flood simulation scheme is determined; Then, a two-dimensional hydrodynamic model is used to simulate the process of flooding inundation, so as to obtain various zoning risk factor indicators such as submergence depth, submergence velocity, submergence duration, and calculate the Flooding Risk Comprehensive Index (FRI); Secondly, determine the regional flooding risk level according to the FRI value, and draw the flooding risk zoning map; Finally, according to the relationship with the current flood control standard of zoning unit, the flood disaster prevention zoning map is drawn. Results show that a) Tongshan District can be divided into four zoning units, under the condition of P=0.02 and P=0.01 design flood, the land area with submerged water depth greater than 3m is 21.17km2 and 34.47km2 respectively, accounting for 1% and 2% of the total area of Tongshan District; b) In the flooding risk zoning map, the extremely high-risk area is 12.96km2, accounting for 1%; the high-risk area is 58.88km2, accounting for 3%; the medium-risk area is 124.29km2, accounting for 6%; the low-risk area is 1703.86km2, accounting for 90%; c) In the flood disaster prevention zoning map, the general-prevention area is 1900km2, accounting for 100%. The flooding risk zoning conforms to the actual situation of spatial distribution of flooding risk in Tongshan District, and the flood disaster prevention zoning is consistent with the direction of flood control planning and management in Tongshan District.
