AbstractThe necessity of perfecting the Use-and-pay (UP) system or Users Pay Principle (UPP) system for water resources in China is first analyzed. The experiences of practicing UP/UPP in the past 40 years are summarized, and the main problems existing in the actual system are also pointed out. In terms of the characteristics of accountable material objects and value of water resources comparing with other natural resources, some measures and methods of perfecting actual UP/UPP system are proposed in the paper.
