ABSTRACT
The natural resources of a watershed are critical to the development of socio-economic activities, however, are generated in many impacts on the environmental system. Today has been discussing the creation and adoption of some models of integrated and participative management of these resources. One of the solutions found to promote the socio-economic and environmental development and participation, was the implementation of master plans for water resources as envisaged in National Policy of Water Resources, Law 9.433/97. But it is noteworthy that there are paths to follow to be successful in implementing this proposal, as occurred in river basins. Such experiments should be discussed, analyzed, adapted and followed by managers to the plans are implemented in which where they are not yet reality. It is intended in this work contribute to the preparation of master plans for river basins.
