Abstract
Thirteen years after the Brazilian Law 9.433/97, the water resources systems implementation is facing different realities. In the main country’s watersheds there are studies being done and actions taking form, while in some states virtually nothing has been done since 1997. Once the regional “zoom” gains importance the problems related to water resources changes its essence: if, in the federal sphere, the main typology of problems seems to be basically related to institutional and legal framework, while in regional levels they are of a more practical and operational nature. The management instruments do not have the necessary capillary action to cover all problems that come up when the regional “zoom” gets closer. Each level of resolution requires a different arrangement to create solutions. This paper will discuss this subjects, different types of instruments and propose new strategies for the necessary further improvement in water management in Brazil.
