ABSTRACT
The process of urbanization, characterized by uncontrolled growth of urban areas, their impacts on the environment, especially on water resources, and lack of integrated and adaptive planning transform human settlements into vulnerable places for people to reside. Within this context were selected water sustainability indicators of urban planning in order to evaluate the main instrument of urban management in Brazil: the Master Plan of Urban Development. The main purpose of the study was to assess its effectiveness as a tool to confront pre-existing social and environmental conflicts in the municipalities and simultaneously make it an instrument to promote environmental sustainability to the cities.
