Abstract
The northern coast of Rio Grande do Sul is characterized by presenting a long chain of lakes connected by rivers and canals. The construction of a dam on the rice plantations emerged some conflicts over water use, whether between farmers and fishermen, either between producers and public supply. The increase of conflicts resolted in the creation within the management committee of the river Tramandaí, a working group to operate the gates. Through the formulation of this group can resolve conflicts. However with the passage of time this group was dismantled and the problems reappeared. Now in a new initiative the Tramandaí committee, the Public Ministry and the user group are forming a new group and within a normative and legal instrunction so that you can re-solve, or at least reduce the conflicts of water use this spring.
