ABSTRACT
This paper discusses the association between water management and planning of land use on scope the Integration Committee of Basin Hydrographic of the Paraíba do Sul - CEIVAP under the political-institutional perspective, analyzing how the overlap of instances (Federal, State, Municipal ; Management Bodies; Users; Civil Society, Committee of Basin and Water Agency) and planning tools (Water Resources Plan, Plan Director, Municipal Sanitation Plan, among others) hamper effectiveness of control measures and preservation water resources when dissociated water's management of the land use. I observe that the CEIVAP is a Committee Federal whose instruments foreseen in Law 9.433/97 are in advanced stages of implementation (water resources plan, billing for the use of water). The methodology for data analysis will consist for the collect of bibliographics references, River Basin Plan and documents generated from meetings, workshops and deliberations of the CEIVAP.
