Abstract

Fishing Accords and natural resource management in the Amazon Estuary

Abstract

Due to commercial fisher pressure small fishermen initiated a process of fishing regulation through what is called fishing accords. Government legalized such an initiative about a decade ago to reduce conflicts between residents in the floodplain and commercial itinerant fisher to allowing communities to plan and define fisheries regulation. This legislation allowed to regulate fishing in floodplain lakes but not in rivers. However, in the estuary region where lake formation is rare fishermen regulated fisheries in the river section in front of their communities without observance of the superior fishing laws. This research analyzes fishing agreements of rivers in the Amazon estuary region and evaluates the legal possibilities of legalization of such agreements under the present fisheries legislation.
