ABSTRACT
Water is essential for human survival, and because it evokes the importance of establishing the sustainability of water resources and an effective legal protection to ensure their protection, and route of granting legal protection is the indispensable tool in managing this well. The award is a legal instrument that ensures the user the right to use water resources. The flow of a stream must be known to serve as a reference the request for granting the flow of water to be granted varies with the regime of the river, being determined from the minimum flows of reference. In the state of Rio de Janeiro is used to Q7,10 flow in determining granted. This study aims to estimate the maximum flow, average and bestowable river basins of grande and borboletas rivers located city of Mangaratiba in the state of Rio de Janeiro.
