ABSTRACT
The right to water represents important ramification of the fundamental right to life, legally consecrated by the caput of the 5th article of Brazilian Constitution of 1988 and also in plethora of international treaties signed by Brazil, with special emphasis on the Ministerial Declaration of The Hague on Water Security in the 21st Century”. At first, the present article will promote a brief analysis of the Brazilian model of management of hydrics resources instituted by the Ordinary Law number 9.433/97, which establishes a decentralized administrative system based on society participation in the deliberations concerning the management of water through the Basins Committees and the Basins Agencies. Moreover, the article proceeds to address the management model implanted by the State Law no 5.965/97 in Alagoas.
