ABSTRACT
The foundations of the Brasilian National Policy of Water Resources highlights the importance of watershed as the territorial unit for planning and management of water resources. However, it is still possible to identify problems in the harmonization of methodologies by official agencies, a fact that undermines the transversality and integration of policies in different decision levels. In addition, complexities associated to large watershed in areas with subtle altitudinal variations and high levels of rainfall, as Brazilian Amazon, indicate the need of alternative and dynamic elements to the spatial delimitation of the spaces of governance. In this sense, this paper proposes the construction of a new element to the delimitation of the basins in extremely flat areas, such as the Purus River, based on the stipulation of a range variable, considering precipitation regimes and the interconnections between adjacent basins.
