Abstract

This paper tried to establish a connection between the concepts that are basic for the governance concept in water management, assembling new concepts through adaptive water management. The water governance is based on participation, decentralization and integration, and all of these concepts are disposed on Brazilian’s National Water Resources Policy, as well as the classification of water as common or public goods, depending on the associated and indirect uses, as ecosystem services, with direct implication on the management options. Therefore, it is possible to affirm that adaptive water management lean on the governance concept, but amplify its application considering in an effective way the complexity of the dynamic relations between the actors, including feedback mechanisms and social learning, which is an advance in management models historically adopted, because it increases the adaptive capacity imposed by drivers of change.
