The water management in urban areas presents a great complexity since its operation is influenced by other public policies that interacts with water in their performance. The complexity is the diversity of planning instruments that take place in the urban space and the diversity of institutional actors that participates the whole policy process. This article discuss the legal basis of public policies that have interface with the management of water resources in urban areas, and assess how this interaction occurs, focused in planning mechanisms of these policies.
