From May to July 2024, IWRA opened its nomination period, inviting all members to submit nominations or self-nominate for the 2025-2027 Executive Board. After a thorough review by the Nominations Committee, we are excited to present the largest list of candidates in IWRA history below.

The official election voting period is open from October 1st to October 31st, 2024. Get to know the candidates and cast your vote for the future leaders of IWRA.

How To Cast Your Vote

If your Gold or Silver membership is expiring soonyou must renew it before October 25th, 2024 to be eligible to vote in this election. As per our Bylaws, only dues-paying members are eligible to vote. Bronze members, this is your chance to upgrade your membership and also have a say in this election.

Please follow these steps to cast your vote:

  1. Access IWRA’s Election Platform 
  2. Click on the Online Ballot button (this will open a login form; the username is your primary email associated with your IWRA membership).
  3. Click on “Reset my password” and follow the instructions. (This reset is specifically for the voting platform and does not affect your membership login credentials.)
  4. After resetting your password, reopen the Online Ballot and log in.  
  5. Once the election period opens on October 1st (GTM+1) and you successfully log in, the ballot will be displayed (Otherwise, a warning message will be displayed).
  6. Select your preferred candidate choices and click SUBMIT to cast your vote. (Note: You can vote only once.)

IMPORTANT: If you wish to submit your vote via a paper ballot, please contact the IWRA Executive Office at office@iwra.org. A paper ballot will be sent to you to be printed, filled-in, scanned, and sent back to the Association via email.

Dr. Dilip Kumar is a seasoned expert in water resources development and management with extensive experience in both national and international settings. He has undergone specialised training in remote sensing, geographic information systems, Python programming, dam and network safety assurance, and flood forecasting, among others, through prestigious institutions such as the National Water Academy, Central Water Commission, and the International Commission on Irrigation and Drainage.

Throughout his career, Dr. Kumar has actively participated in numerous seminars and conferences, presenting technical papers on water resources, river health assessment, aquifer mapping, dam instrumentation, and environmental management. These contributions have been recognized at esteemed platforms hosted by institutions like IIT(BHU) Varanasi, the Central Ground Water Board, and the Ministry of Jal Shakti.

Dr. Kumar’s professional journey includes key leadership roles within the Water Resources Department, Government of Bihar, where he has served as Chief Engineer, Superintending Engineer, and Executive Engineer. His work has spanned critical areas such as irrigation, flood control, and environmental impact assessment, reflecting his deep commitment to sustainable water resource management and education.

MOTIVATION STATEMENT

In seeking the position of President for the International Water Resources Association,
my motivation stems from a deep-rooted commitment to advancing sustainable water management practices globally. The essence of sustainable water management, as outlined in the association’s principles, resonates with my core beliefs. I firmly believe that water sustainability is not just a goal but a necessity for human survival, economic prosperity, and environmental well-being.

My candidacy is driven by the urgent need for cooperation among diverse water users and stakeholders to address the challenges posed by increasing water scarcity, climate change, population growth, and competing demands across various sectors. I am dedicated to promoting equitable, efficient, and integrated water resource management approaches that prioritize the protection of vital ecosystems and the well being of communities.

The current scenario of rising water stress, deteriorating water quality, and looming water crises demands proactive leadership and innovative solutions. As President, I aim to foster dialogue and collaboration at local, regional, national, and global levels to develop flexible transboundary water-sharing policies that account for hydrologic, political, and socioeconomic complexities. Furthermore, I am committed to addressing the interdependencies between water and energy, agriculture, ecosystems, biodiversity, conservation, and climate change. By advocating for long-term planning that considers these interconnections, I seek to ensure adequate water supplies for all users, especially in the face of population growth, climate change impacts, and industrialization.

My vision for the association includes enhancing stakeholder cooperation, integrating
traditional water management practices with modern approaches, and leveraging technology for real-time decision support. I believe in the power of integrated river management, sustainable village water development programs, and regular water planning cycles to achieve water security and resilience.

If elected, I will work tirelessly to advance the mission of IWRA to promote sustainable water practices, and address the critical

Yuanyuan Li has rich experience in water resources management, human activities-water resources interaction, water resources system analysis, planning and management, water ecology and environment protection, etc. He has led many nationwide water resources surveys, strategy studies, integrated water resources planning, major water projects study, planning and design, policies formulation on water resources regulation and management in China as well as international programs and cooperation. He has widely published books and papers about water related topics. His research results have been awarded numerous state science and technology awards. Prof. Yuanyuan Li has been closely engaging in IWRA’s activities for nearly 30 years and has witnessed the important and leading role that IWRA has played in international water resources agenda. He joined the IWRA Board since 2013 and has made outstanding contributions to the growth and development of the Association. He served as a Vice President for the 2019-2021 period, and is now serving as the President for the 2022-2024 Period.

MOTIVATION STATEMENT

I am Yuanyuan Li, and I am deeply honored to have served as IWRA President from 2022 to 2024. 

During this period, IWRA has experienced rapid growth, with membership surpassing 5,000 between 2022 and 2024—a historic record for the association. IWRA has made significant progress in advancing global water governance. One of the major achievements was the successful hosting of the XVIII World Water Congress, which brought together over 3,000 participants from 83 countries and regions, as well as 36 international organizations. The scale and impact of the Congress reached unprecedented levels, setting historic highs for both attendance and global engagement, reinforcing its importance as a premier event for the international water community. Additionally, we launched the IWRA Island Congress, an important platform dedicated to addressing water security issues on islands, with the inaugural event held in the Faroe Islands in 2024.

During my term, by playing a key role in promoting water science-policy interaction and major global water events, IWRA’s international influence has grown substantially. At the 2023 United Nations Water Conference and the 10th World Water Forum, we co-organized pivotal sessions on water management and climate resilience. This positioned IWRA as a global leader in tackling critical water challenges. Our efforts have strengthened collaborations with international organizations and governments, further solidifying IWRA’s leadership in shaping innovative water policies and advancing sustainable water management globally.

For the past three years, in addition to these milestones, IWRA has expanded its production of high-quality knowledge products, including peer-reviewed research, policy briefs, and the renowned Water International Journal. Our task forces have produced impactful policy recommendations, case studies, and research on key issues such as water governance and climate adaptation. These knowledge products are now influential tools for decision-makers, enhancing our global impact.

On a personal level, I bring nearly 40 years of experience in water resources management, ecological protection, and disaster risk mitigation. As a Professor and Vice President at GIWP, Ministry of Water Resources of China, I have contributed extensively to the advancement of river basin water cycles, hydrology and water resources, water ecology, and disaster management research, planning and management. I have also led numerous high-impact programs with international organizations such as the UNDP, World Bank, Asian Development Bank, WWF and etc., further establishing myself as a leader in the global water sector. My leadership in both national and international water resources panning and management has earned me recognition as one of China’s leading water experts and a trusted voice in global water governance.

As I seek re-election, I remain committed to fostering innovation, promoting equitable access to water, and enhancing international cooperation. Our efforts will continue to focus on addressing the pressing water challenges of our time, from managing climate risks to advancing sustainable water practices across the globe.

Alice Aureli is a water resources expert and holds a PhD in hydrogeology. She was head of UNESCO’s Groundwater Systems and Water Co-operation Division until June 2023. She has more than 30 years of experience as a UN official. She is currently Senior Advisor to the SADC Groundwater Management Institute. Representative of the International Association of Hydrogeologists at the UN-Water. She is a member of the French Partnership for Water.

MOTIVATION STATEMENT

I have been working with UNESCO and the UN system for the past 30 years. In my position at UNESCO, I have valued the partnership and collaboration with IWRA in carrying out joint activities on various aspects of water resources.

Since May 2021, as an Honorary Member of the IWRA, I have had the opportunity to contribute to the realisation of the objectives of the association. As Vice President I look forward to contributing the experience I have gained as scientist and UN officer to consolidate IWRA’s leverage on the international water agenda, and to work with IWRA members to achieve the UN SDGs. I am aware that the role of Vice President is a challenging one, especially in the next few years when we have important events to look forward to, including the Third UN Conference on Water in December 2026. I am enthusiastic about to contribute bringing the values of the Association to international fora.

 The nomination of the UN Special Envoy for Water by the SG predicts an intensification of policies and negotiations on national and transboundary water resources. It will be important to consider how   IWRA can act as a partner to the Envoy.  Years of demanding work lie ahead, given the importance of IWRA’s role in facilitating knowledge exchange, promoting dialogue and advancing solutions, as well as continuing to promote equality, diversity and inclusion.  

As Head of UNESCO’s Groundwater Systems and Water Cooperation department, the application of scientific knowledge to policy-making and the development of concepts and guidelines for the management and governance of groundwater resources has been an important aspect of my work.     Since the beginning of the UN 2030 Water Agenda programme, I was responsible in UNESCO for monitoring the progress of SDG 6 indicator 6.5.2 on water cooperation, coordinating with 153 governments and reporting to the Secretary-General. 

Throughout my career I have been involved in negotiations with governments to resolve environmental conflicts, never neglecting the social and cultural aspects of natural resource management. In the early 2000s, I initiated and headed the first -ever global assessment of the planet’s transboundary aquifers. From 2002 to 2012, my responsibilities included leading the work of the international UNESCO team that assisted the UN International Law Commission in the development of the UN Articles on the Law on Transboundary Aquifers.

As Vice President, I will help to strengthen the coordination with governments, national and regional institutions and enhance the role that early career networks can play in the mission, goals and ideals of the Association. 

I firmly believe that IWRA framework offers significant opportunities for collective action to address challenges and find innovative solutions in the context of linking sustainable water use and management with food security and climate change.

Gary has a 35 year professional history across water science, policy and management. After completing his B.Sc.(Hons) and PhD, he was a Fulbright Postdoctoral Fellow at MIT USA and Senior Research Fellow at the University of Newcastle Upon Tyne UK. He later joined CSIRO Australia, where he built an international reputation studying toxic cyanobacteria. Gary was appointed CEO of the Cooperative Research Centre for Freshwater Ecology in 2002, and in 2005 led the establishment of eWater CRC, later guiding its successful transition to a not-for-profit water science & technology company. Since developing and heading the Australian Water Partnership through 2015-16, Gary has had concurrent roles as: Adjunct Professor, University of Canberra; Honorary Principal Fellow, University of Melbourne; Director of the Alliance for Water Stewardship Asia-Pacific (retired 2020); Director of Coliban Water Authority (since 2019); and Board Member of IWRA, including chairing the International Scientific Committee for IWRA’s XVII World Water Congress.

MOTIVATION STATEMENT

I have a long career in water research & organisational management, and have always been motivated by the need for water policy to be informed by the best-available science.  This aligns fully with the core mission of IWRA – to share knowledge and experiences between water professionals and policy institutions, and between the poorest and richest countries.   It was the reason I first joined the IWRA board in 2016. 

As well as researching microalgae and toxic cyanobacteria for over 15 years, I bring an additional 20+ years of executive leadership and not-for-profit board experience to my IWRA board responsibilities.  This background will help me inform the organisational, financial and governance needs of IWRA as we seek to sustain and grow as a valued and respected member-based, not-for-profit organisation.  

Furthermore, being semi-retired, I am able to contribute significant time to support IWRA’s board and management staff, as we undergo a very important period of organisational renewal for the future.  In particular, it is the opportunity to provide mentorship and support for our young and hard-working management team that motivates me to stand for the senior position of Vice-President.

Beyond these commitments to IWRA’s Management and Board, I remain deeply committed to supporting and encouraging the equitable participation and leadership of women and young water professionals across all IWRA committees, congresses and activities.  

Moreover, I want to support our members across the world, as all countries strive to use water resources more wisely and fairly, through a period of unprecedented social, economic and environmental change, especially climate change.  In our times, the validity and rigour of scientific knowledge and evidence-based policy is constantly being challenged, but the need for this has never been so great.

Dr. Rabi Mohtar is the TEES Endowed Professor at Texas A&M University in Texas, USA, and currently serves as one of three Vice Presidents of IWRA. He also serves as a Governor of the World Water Council. Dr. Mohtar is the founder of the Water-Energy-Food Nexus Initiative at Texas A&M University, former Dean of the Faculty of Agricultural and Food Sciences (FAFS) of the American University of Beirut, a Fellow of the American Society of Agricultural and Biological Engineers, and recipient of the IWRA Ven Te Chow Memorial Lecture award. His areas of expertise include the Water-Energy-Food Nexus framework linking science and policy, characterization of the soil-water medium using thermodynamic modeling, efficacy of non-traditional water, and applications for sustainable integrated water management such as implementation of the Sustainable Development Goals.

MOTIVATION STATEMENT

I am excited to run for the vice president position of IWRA. It is important to help maintain and expand IWRA leadership and its impact on the water science and policy area. IWRA membership has increased over the last few years as has its impact in the academic, policy and practice areas. It has done so through high impact knowledge products including publications, congresses, conferences, webinars, and hosting dialogues across the world. IWRA is a professional home for many of us. I am happy to lend my leadership experiences and to continue in the discovery of the water system, its interaction with food, energy, and health, and in educating the future water leaders, in support of the IWRA mission.

Lesha is founding and Steering Committee member of Women for Water Partnership (WfWP), advocacy lead. She serves as steering committee member of the European Pact for Water, the Butterfly Effect NGO coalition, AGWA and #ClimateIsWater campaign. She is a (alternate) permanent representative to the UN (HLPF, UNESCO, UNEP/ UNEA, UNCTAD, UNECE, UN Water, etc.) on behalf of Business and Professional Women international and WfWP and also representative to the EU Parliament. She chairs the VAM foundation; is a former vice-chair of the Hydropower Sustainability Governance committee and the social chamber. She is a former chair of the sustainable development committee of the Netherlands women’s council, the standing committee of IFBPW on sustainable development and a former advisor of the Netherlands to the commission on sustainable development. She is a strategic group / member of the World Water Quality alliance (hosted by UNEP) and core member of the stakeholder Engagement Platform working group and a member of the UNESCO WWAP water and gender working group. Since 1991 she works as independent senior advisor and facilitator (interalia for WWF). Her expertise: empowerment, equity, equality and participation (strategies), human resources, project-and process management; Sustainable Development policies; vocational training and mentoring, water stewardship, water diplomacy, water governance and management, advocacy, and capacity development. She holds degrees in Human Resource and General Management (Sittard & Nijenrode), studied western sociology (Erasmus) and (international and labor) law (University of Amsterdam). She currently serves as one of the three Vice-Presidents for IWRA.

MOTIVATION STATEMENT
I enjoyed my first tenure as vice president: getting to know new people, learning new things and aspects and contributing with my experience and contacts to activities by IWRA, strengthening our strategy and global voice, our advocacy in the water domain.
Although I was not able to do as much as I wanted to this last year because of mobility and health issues, I am back on track and want to continue my activities for IWRA.
I strongly believe IWRA needs to be multi-disciplinary and multi-stakeholder and diverse to get our messages across when it comes to water and sanitation and accelerate the SDG6+ agenda. I believe I can contribute to the process bringing the social dimensions and make the connection between research / academics and the need on the ground. I can function as a “translator” and “broker”.
Our alliance needs continuity and institutional memory to be able to have continued impact.
I have built-up a huge network with wonderful people from different walks of life, different cultures and with different backgrounds over the years. I have a lot of experience in governing (voluntary and professional) organizations. Although I would not describe myself as an “academic” I know the academic world well having served in senior management positions.
I do have numerous friends and allies within IWRA and like to support what they are trying to convey and do.

Dr. Joseph Zume began his academic journey as an Assistant Professor in the Geography and Earth Science Department at Shippensburg University (SU) in fall 2007, advancing to his current position as Professor of Earth Science. Dr. Zume is an interdisciplinary scientist, specializing in hydrology/water resources, numerical groundwater modeling, environmental geophysics, Water, Sanitation, and Hygiene (WASH), climate variability/change, and sustainability. With over 20 years of university teaching experience, Dr. Zume has held several leadership positions in professional organisations. He has received over a million dollars in research grant funding.

MOTIVATION STATEMENT

As a professor of hydrology, with extensive teaching and research experience, and a commitment
to offering excellent professional service, I am deeply honored to present myself for the position
of Vice President of IWRA. My current research focuses on the critical challenges of onsite
sanitation and climate change impacts on groundwater sustainability in urban slums of Sub-
Saharan Africa.

The need for representation in water resources management is greater than ever, particularly for regions like Africa, where water challenges are intertwined with economic, environmental, and social complexities. Having worked extensively in Sub-Saharan Africa, I have witnessed firsthand the consequences of inadequate water management, exacerbated by climate change and poor sanitation. These issues directly affect the well-being of millions, yet Africa remains significantly underrepresented in global water discourse. This stark reality forms the cornerstone of my motivation to run for the IWRA VP position. I aim to be a strong voice for Africa, bringing attention to the unique challenges faced by this region, while advocating for solutions grounded in both scientific rigor and practical applicability.

The IWRA has long been a beacon of innovation, collaboration, and leadership in advancing water resources knowledge and solutions. I am eager to contribute my expertise and passion to further this mission. If elected as Vice President, I will focus on two key priorities:

Mentoring the next generation of water scientists: I strongly believe that the future of water resources management lies in empowering young professionals. Mentoring has been a core component of my career, and as Vice President, I will actively champion mentoring programs that provide guidance, opportunities, and networks for emerging scientists, particularly from underrepresented regions.

Strengthening IWRA’s strategic initiatives: Collaborating closely with the IWRA President, I
will work to identify and implement strategic initiatives that address the evolving challenges in global water management. This includes ensuring that IWRA’s projects are innovative, inclusive, and aligned with the pressing needs of both the developed and developing world.
I am eager to serve the IWRA community with dedication, transparency, and a vision for
fostering both scientific excellence and inclusive growth. Together, we can ensure that IWRA
continues to lead the global conversation on water sustainability, equity, and resilience.

Managing Partner Eric Garner practices water rights and supply law at Best Best & Krieger LLP. He works on surface water and groundwater issues throughout California. For the past two decades, he has worked extensively on groundwater matters. He represented the lead parties in the Santa Maria and Antelope Valley groundwater adjudications, is involved in the Oxnard Pleasant Valley, Cuyama, Indian Wells Valley, Las Posas and Ventura River adjudications, and also was involved in the Mojave Groundwater adjudication. He was involved in drafting the Sustainable Groundwater Management Act and testified before the state Senate Committee on Natural Resources & Water on adjudication reform legislation. He has drafted water laws in South Africa, Trinidad and Pakistan and worked with the United Nations Environmental Programme on incorporating environmental issues into water laws, the World Bank on groundwater issues in the Middle East and North Africa and was the first American Chair of the International Bar Association’s Water Law Committee.

It is an honour to be nominated as IWRA Treasurer. I have been a Gold Member of IWRA for nearly 10 years and find IWRA to be a uniquely positioned organisation in terms of geographic breadth and as a forum for learning and sharing of ideas.

Water has never been a more important issue and if chosen to be Treasurer, I look forward to working with IWRA’s leadership to keep the organisation’s financial health sound so that it can continue to do its important work.

Dr. Renée Martin-Nagle has served as the Treasurer of the International Water Resources Association since 2015, and her interests include surface water, groundwater, unconventional water resources, climate change, and oceans. In 2019 she earned a PhD from the University of Strathclyde in Glasgow, Scotland, for her work in developing a governance regime for the vast volumes of fresh groundwater sheltered in submerged continental shelves. She has authored or co-authored more than 30 publications on freshwater and speaks widely on a variety of environmental, sustainability and freshwater issues. As founder and CEO of A Ripple Effect, Dr. Martin-Nagle also provides consulting services, including serving as Water Subject Matter Expert for Accenture. In addition to her service with IWRA, her water-focused pro bono activities include serving as an Expert Reviewer for the 2022 Sixth Assessment Report by the UN Intergovernmental Panel on Climate Change, as Co-Chair of the International Scientific Committee for the 2023 World Water Congress in Beijing, and as Secretary-Treasurer of the Ebensburg (PA) Municipal Authority, which manages local water, wastewater and stormwater. Prior to entering the water sector, Dr. Martin-Nagle served for 25 years as US Chief Legal Officer for French-based aircraft manufacturers, including more than 20 years as Chief Legal Officer for Airbus Americas.

MOTIVATION STATEMENT

Since 2016, I have served as IWRA’s Treasurer as its impact and scope of influence have grown broader every year.  During the same time, I have also been active in other roles for IWRA, including being the Co-Chair of the International Scientific Committee for the XVIII World Water Congress in Beijing in 2023.

I would now like to turn my attention and efforts to helping IWRA and its members in other ways.  Serving for more than thirty years in the office of corporate secretary for both for-profit and non-profit corporations allowed me to develop skills and knowledge that will hopefully benefit IWRA during this next term.  My experience as a lawyer, including 25 years as a chief legal officer, will also be helpful, as will my current roles as Secretary-Treasurer of my local water authority and as a board member of The Groundwater Project.  During my term, my principal focus will be on ensuring that IWRA has enacted all of the policies and procedures that are common and necessary for organizations like ours and that the organization follows those policies and procedures.  In addition, I also plan to represent IWRA at appropriate conferences in order to ensure that our views and voices are heard.  Last but certainly not least, I want to assist the IWRA board and its membership in setting and achieving our goals for the next three years and beyond.

Éric Tardieu is an engineer from Polytechnique and of the Génie rural, des Eaux et des Forêts (AgroParisTech). He holds a thesis in the field of wastewater treatment.
He has worked on the implementation of public water policies in France, including European regulations. He has held various responsibilities for the State and several local authorities, not only in water and environmental policy, but also in innovation, research and territorial development, at the French, European and international levels.
Since 2017, he has been Director General of the International Office for Water (IOWater), an association that aims to develop skills to better manage water, in France and worldwide, particularly in the field of professional training, water data and information systems, technical and institutional support and international cooperation.
Since 2018, he has been Secretary General of the International Network of Basin Organizations (INBO) which promotes the implementation of integrated water resources management at the scale of river, lake and aquifer basins.

MOTIVATION STATEMENT

INBO “partnership” with IWRA has been reinforced during the last mandate. In particular, a special issue of Water International published in April 2024 has been dedicated to “30 years of basin management”. My continued participation in the Board will focus on the following priorities: 1/ acceleration of the dissemination of scientific knowledge and its operational implementation (“science to policy” activities), through all types of knowledge products (publications and webinars); 2/ participation in the international diplomatic and political initiatives in the field of water, including at the UN level; 3/strengthening dialogue tools and shared governance between different territorial levels of responsibility, obviously between national institutions and transboundary basins organizations, but also for example between basin governance and city levels; 4/education and vocational training as key supports to long-lasting effects for many infrastructures or initiatives, that can not completely achieve their objectives due to insufficient efforts devoted to the establishment and training of human skills, both in emerging or developing countries and in developed countries (in the field of ecological engineering or digitalization for example);

Bassel Daher, Ph.D. is he Assistant Director for Sustainable Development at the Texas A&M Energy Institute, Adjunct Assistant Professor at the Department of Biological & Agricultural Engineering, and Research Fellow at the Institute for Science, Technology, and Public Policy at Texas A&M University.

Bassel serves as Chair of the Memberships Committee on the IWRA 2022-2024 Executive Board. During this period, IWRA membership increased by 69%, surpassing 5,000 members in 2024. Daher also served as the inaugural Chair of the IWRA Early Career and Young Professionals Task Force from 2000 to 2022.

Bassel’s engagement with IWRA began in the summer of 2016 when he interned at the association’s executive office in Paris. Since then, he has contributed to organizing and supporting various IWRA activities, including the World Water Congresses (Cancun, Daegu, Beijing), IWRA Online Conferences (member of Scientific Committee of 2021 Online Conference), and publishing in Water International. It is with great enthusiasm that I seek re-election as Chair of the Memberships Committee on the IWRA Executive Board. Serving in this role from 2022 to 2024 has been an incredible journey, during which we achieved a 69% increase in IWRA membership, surpassing 5,000 members in 2024! He is a lecturer in Integrated Water Resources Management at Cologne University and working closely with various international organisations, including the United Nations, the World Bank and Union of Mediterranean, on issues of water security, climate change, sustainable development, and the digital transformation of the water and agriculture sectors. Dr. Aboelnga holds several key positions, including Chair of the Urban Water Security Working Group at the International Water Resources Association and Vice Chair of the Middle East Water Forum. He has extensive experience in the fields of water and climate change and has authored over 40 scientific publications and opinion articles in international journals. Dr. Hassan has contributed to numerous international initiatives and projects and is considered an authority in his field. Notably, he played a crucial role in developing the strategic global framework of Mega Cities on Water and Climate (MAWAC) in collaboration with the International Hydrological Programme at UNESCO. Dr. Ir. Firdaus Ali, M.Sc. (born April 21, 1962) is a distinguished teacher, researcher, and expert in the field of water and environmental biotechnology. With a profound commitment to water and water resources, Firdaus is the visionary behind Jakarta’s giant culvert initiative, the Multi Purpose Deep Tunnel (MPDT).

Since 2016, Firdaus has been serving as the Special Senior Advisor to the Minister of Public Works and Housing of Rebublic of Indonesia, providing strategic guidance and expertise in national infrastructure projects and policy development. His role involves overseeing significant public works initiatives, ensuring sustainable development practices, and enhancing the country’s water management systems.

In addition to his national contributions, Firdaus plays significant roles in regional and global water management. He is one of the National Organizing Committee members and a member of the International Steering Committee for the 10th World Water Forum Bali 2024, where he collaborates with international experts to address global water challenges.

Firdaus is the founder and Chair of the Indonesia Water Institute (IWI), a leading think tank dedicated to water policy, research, and innovation. Under his leadership, the IWI has become a pivotal institution in shaping Indonesia’s water management strategies. His expertise was also instrumental during his tenure as one of board members of the Jakarta Drinking Water Services Regulatory Agency from 2005 to 2008 and again from 2008 to 2011.

He is a well-known Australian academic, and over the past 10 years he has played an important role in capacity building of African water professionals. I am  an Honorary Professor at Australian National University. From 2005 to 2015 I simultaneously held a Canada Research Chair in Water Policy and Management and the position of Research Professor at University of South Australia and shared my time between South Australia and Alberta. From 2013 to 2o23 I worked on a research for development project funded by the Australian Centre for Agricultural Research: Transforming Small-scale Irrigation in Southern Africa. I currently work on an extension of this project called Circular Food Systems in Africa. Prior to joining academia, I worked as a manager/director in many fields such as education, development aid, and tropical farming. Since 2013 I served on the board of directors of the International Water Resources Association, first as director, then two terms as chair of the Scientific Committee and during the last board term as Vice President. If re-elected to the board as a director, I will continue to contribute to the growth and further development of IWRA bringing 12 years of experience as a board member. I will especially work to raise the associations profile in the area of the water, food and energy nexus in the context of rural economic development in the Global South.

Brian C. Burrell is a water resources engineer with over 40 years of experience in the consulting and public sectors. Mr. Burrell’s career has focused on flood-plain management, river-ice engineering, engineering hydrology, river hydraulics, and sustainable water management. He has coauthored several journal and workshop papers on river-ice engineering topics, and two papers in Water International on flood-plain management. He has been a member of IWRA for more than 15 years.

MOTIVATION STATEMENT
My motivation is to actively engage with the Association by contributing to Board meetings and by bringing ideas and expertise to the planning and implementation of current and future IWRA activities. I am willing to contribute to the Association through publications, projects, and events, as opportunities arise related to my current activities. My secondary motivation is to promote the connectivity of IWRA members, especially those members in areas with few IWRA members, to each other and to the IWRA. Having served on the membership committee, I appreciate the importance of membership services.
As IWRA members are spread over the globe, I think IWRA needs to continue providing online events, including both webinars and affordable online conferences, that deliver useful information with respect to technical, social, cultural, legal, economic, and health-related aspects of water management. Such events provide important exchanges of information and expertise. As an IWRA Director, I would encourage and promote such online events, as well as regional and global online and in-person professional-networking events.
I believe it is increasing important to embrace advances in practical hydrologic sciences and to incorporate an understanding of hydrology under a changing climate into water-resource management. As an IWRA Director, I would advocate for more inclusion of scientific and engineering findings in discussions of regional and global water management to enhance the quality of information available for sound water management.
We live in challenging times. Globally, regionally, and nationally, water managers and scientists are confronting issues brought about by climatic change such as the more frequent occurrence of natural hazards such as floods and droughts, health-related hazards such as disease outbreaks and epidemics, and shifting ecosystems. Water managers also face ongoing and increasing difficult challenges of urban and agricultural water supply for growing populations. As an IWRA Director, I would support IWRA efforts to be not only as a forum for the discussion of these problems, but also a means of finding and implementing solutions for the betterment of human societies around the globe.

 James joined IUCN in 2009 as the Water Management Advisor. Previously he was based in Fiji at the Pacific Islands Applied Geoscience Commission as the IWRM Adviser. In a prior life he was a development consultant for ITAD-Water, a specialised monitoring and evaluation and programme design consultancy based in the U.K. For over three years he provided advisory support to consecutive Department for International Development (DFID) Senior Water Advisers and water teams. Previous experience includes working on water user association performance, nuclear safety monitoring, and institutional restructuring.

James is the Global Director for Water and Wetlands based at the IUCN Headquarters in Switzerland.
He holds degrees in rural development, science and politics, irrigation engineering, and a PhD in Civil and Environmental Engineering on groundwater management in the Aral Sea Basin. He has worked on water management for 28 years in over 25 countries.
He sits on the Steering Committee of the Hydropower Sustainability Alliance, the Board of the Alliance for Water Stewardship, the Board of the Alliance for Global Water Adaptation, as a Technical Advisor to the Climate Bonds Initiative, serves on CDP’s Water Security Advisory Council; a member of the Advisory Board to the Dutch Governments Valuing Water Initiative and is a member of the Steering Committee of the Water in Net Zero Initiative (WINZ). He was selected as a Member of the European Commission’s Platform on Sustainable Finance 2020-2022. In 2024 he was named as one of the 75 most influential people in the sustainable hydropower industry by International Water Power and Dam Construction.
In a prior life James was a development consultant for ITAD-Water, a specialised M&E and programme design consultancy based in the U.K. He was an advisor to consecutive UK Department for International Development (DFID) Senior Water Advisers and water teams. He then moved to the Pacific Islands Applied Geoscience Commission (SPC-GSD) in Fiji as the Integrated Water Resource Management Adviser. He worked with Pacific Island Countries to support them on water resource development, sanitation and hygiene, risk reduction and ridge to reef watershed management.
James in an avid networker, communicator, and fundraiser. Driven by a desire to upscale and upskill the communication and collaboration abilities of the global water community-of-practice, he strongly believes in the need to produce science that leads to decisions, actions and investment in solutions for water. He has operated in membership organisations for almost 20 years, bringing cross-disciplinary and multi-level governance experience to IWRA. James firmly believes in gender equity and mobilising mentoring across ages to support the urgent need for more diversified capacity in the water sector. Neil Dhot has served as the Executive Director of AquaFed for seven years. Before that he was Secretary General of the European Water Association, Eureau. Before this, he was a financial services regulator in the UK. Currently, he is involved in many international collaborations on water. This includes taking a lead role in the organising of events such as the World Water Forum and UN 2023 Water Conference, and collaboration with the World Bank and other development banks on private sector and investment forums. His primary interest is improving utilities, particularly in skills and training.

I will make brief points on how I support the IWRA’s missions below, but firstly my key messages to you are:

  • I think I am the only candidate directly from a utility background – and the utility voice should be part of the IWRA strategic leadership.
  • I provide leadership in the international water sector and have a wide network of decision-makers and key partners. I was asked to lead high-profile events for the UN 2023 Water Conference, I was a thematic leader at the recent World Water Forum and have been an organiser and facilitator of many dialogues among government ministers and donors.
  • I bring in extensive experience from other sectors, including finance and public administration and media, all of which add new and different dimensions to the IWRA which will the Association continue to progress.

IWRA missions

  • Providing an international forum for water resource issues, improving exchanges of information and expertise and networking with other organisations to advance common interests and goals.
    I have over 25-years’ experience of managing, organising and delivering a wide range of fora for discussion, involving stakeholders and partners at all levels. I hope to bring further dynamism and innovation to the IWRA so it becomes an even more respected platform for progress. I was trusted by the UN to personally lead the launch of the UN World Water Development Report in 2021.
  • Advancing water resources and related environmental research.
    My contribution will be through the work of AquaFed, using our data and information on utility performance which is an essential part of water resource management. This will include work on regulation, technology and innovation and also human resource management.
  • Promoting water education throughout society by improving global access to relevant data and information.
    One of my personal and professional goals is to increase transparency for water users so that they understand the challenges for water resources – but most importantly are empowered to be a part of decision-making. One of my previous projects was a utility performance comparison tool in England – www.discoverwater.co.uk.
  • Enhancing the quality of knowledge used in decision-making.
    There is already so much quality knowledge and data about water for decision-makers. The problem is how knowledge is communicated and transferred. My vision for the IWRA is to expand its reach and form new partnerships across the sector and beyond.

Dr. Amgad Elmahdi is the Regional Manager for the MENA Region at the Green Climate Fund-GCF, bringing over 25 years of experience and expertise in hydrology across operational, research, and academic domains. For the past two years at GCF, he served as the Global Water Sector Lead where he developed the GCF water investment Strategy. Prior to joining GCF, Dr. Elmahdi held the position of Director for the MENA Region at the International Water Management Institute-IWMI, where he developed the business portfolio for Research for Development (R4D) in the MENA Region. Before his tenure at IWMI, he served as the Head of the Water Resources Section and Chief Supervising Hydrologist at the Bureau of Meteorology in Australia, where he established the Water Assessment and Accounting Information Program. Dr. Elmahdi is internationally recognized as an expert in water and natural resources management, and he currently chairs the Water Security Bureau at the International Water Resources Association (IWRA). Furthermore, he serves as an elected and nominated steering committee member at various international water entities including ICID, Water and Climate Coalition-WCC, Water and Finance Coalition-WFC, and Water Integrity Network-WIN.

As Tenured Professor of Fluid Mechanics at the University Louis Pasteur of Strasbourg, France, Expert-Consultant at the European Commission in Brussels and President of the European Institute for Water, Jean Fried developed an expert competence in directing multidisciplinary and multicultural professional groups of scientists, policymakers and planners, administrators and their technical staff, to prepare the scientific background of water legislation in the EU and draft the corresponding water laws, with an emphasis on groundwater. He also directed water governance capacity-building programs of the EU in various countries and regions, such as, among others, the Middle East, South America, the United States, the European Union and most of its member states, Canada, Russia and Siberia, Uzbekistan, South Africa, with an emphasis on water, groundwater, and sustainable development. As a Senior Consultant, he was involved in the UNESCO program on Transboundary Hydro-Governance Education, from 2006 to 2016 and organized and directed the Pilot Courses on Transboundary Groundwater Sustainable Management in Thessaloniki, Greece and UNESCO, Paris, France.

Jean Fried has been a Project Scientist at the University of California, Irvine, since 2007, he has been teaching “Groundwater Policy and Governance” in 2017 and 2018, and, in 2019 and 2021, has conceived and implemented two international workshops, a California-European Union workshop in 2019 and a California-European Union-Australia workshop in 2021, on groundwater policy, governance, management and resilience, focusing on the implementation of the California Groundwater Sustainable Management Act.

He has published more than 150 articles in international journals and conferences and is the author/co-author/co-editor of several books and chapters in books or conference proceedings, including “Transboundary Hydro-Governance – From Conflicts to Shared Management” (Springer, 2018), “Transboundary Groundwater Resources – Sustainable Management and Conflict Resolution” (Lambert Academic Publishing, 2016), and “Transboundary Water Resources Management: a Multidisciplinary Approach” (Wiley, 2011).

MOTIVATION STATEMENT
Being active at the University of California, Irvine, and benefiting from a worldwide career between the European Union, especially France, and the United States, I have acquired a rather unique knowledge in international matters. As an adviser, I can provide IWRA with ideas and useful international comparisons that can help our Association to lead in the 21st century, especially in policy, governance and management issues, as well as in conflicts resolution methods and diverse aspects of water resources resilience. I also believe that my knowledge and experience concerning groundwater are significant and could be useful to specific developments of IWRA. Finally, my present research on the relationships between science and policy, stressing the transfers from science to policy, could be of interest to IWRA.

Margaret Gitau is Professor of Agricultural and Biological Engineering at Purdue University. Her research focuses on water resources with emphasis on: water quality; integrated hydrologic and water quality modeling; and, data-driven decision-making and management, including developing strategies and solutions to enable analysis in data scarce areas. Prof. Gitau has developed over 180 products from her work including peer reviewed journal articles, presentations, and datasets. She has given at least 25 invited talks and seminars, both in the U.S. and internationally. She has served on the editorial boards of four internationally renowned journals including Transactions of the American Society of Agricultural and Biological Engineers, ASABE (2007-2019); Applied Engineering in Agriculture (2007-2019); Journal of Soil and Water Conservation (2013-present); and, Water Resources Management (2024-present). Prof. Gitau is co-founder and co-lead of ASABE’s Alliance for Modernizing African Agrifood Systems. She is a Carnegie African Diaspora Fellow (2020), and an Expert Committee Member with the National Academies of Sciences, Engineering, and Medicine.

MOTIVATION STATEMENT

I am excited about the opportunity to contribute to IWRA’s strategic direction, support on-going  initiatives and help shape new ones, and help grow the Association’s vision for a stronger impact  globally. IWRA’s vision and mission are becoming increasingly important due to the rapidly changing  world and ever-increasing challenges impacting our water resources and water security in general. I  have extensive experience and expertise in water resources including research and research translation,  and bridging science and policy. I am committed to leveraging my experience, expertise, and passion for  water resources to help move IWRA in fulfilling its mission, attaining its vision, and strengthening our  presence and impact on the global scene.

If elected, I will: 1) work to enhance our visibility globally to  expand our activities and strengthen our impact; 2) support and engage young professionals in activities  to inspire and empower the next generation of water resources professionals and ensure sustainability  of our organization; 3) continue to promote action at the interface between science and policy,  encouraging and/or leading efforts that inform water-related policies across different levels. Kate is a senior manager in the UK government for the Forestry Commission, leading on incentives and regulations for woodland creation, protection and management in England. She was delighted to be chosen as one of four IWRA World Water Envoys, attending and speaking at the XVIII World Water Congress in Beijing, China in 2023. She has a passion for integrating forestry and water, and has been involved extensively as a young professional in the water space, most recently as a Bali Youth Representative at the 10th World Water Forum in Bali, Indonesia. She loves public speaking, making new connections and inspiring people to learn more about woodlands, forestry and water issues in their own countries. She lives in Newcastle, England, with her husband Scott and two small children, Lucy (5) and Joseph (2).

MOTIVATION STATEMENT

I am really excited to be standing as a candidate for the IWRA board. Back in 2022 I was delighted to be selected as one of four IWRA youth World Water Envoys and had the privilege of speaking at the XVIII World Water Congress in Beijing. During this time I saw firsthand the immense difference that IWRA is making worldwide in the water industry and was very keen to be involved in shaping this moving forward. I represented IWRA again in 2024 as a Youth Water Representative at the 10th World Water Forum in Bali. I am passionate about representing the youth voice in the water space for my generation of future water leaders, and I hope to do this on the IWRA board.
 
In my professional life, I am a senior manager for an environmental government department in the United Kingdom, leading on forestry and sustainable woodland practices. This includes utilising strategic woodland creation for both flood mitigation and water quality issues. In the last 10 years I have been involved in embedding flood risk mitigation into UK forestry grants. I also have been involved in community woodland projects that have saved some of the UK’s most beautiful historical towns from flooding and economic despair. I am keen to bring together the terrestrial and water industries to work better in tandem for the benefit of cities, communities and the worldwide economy.

With a Ph.D. in Physical Geography and dual master’s degrees in Geosciences and Integrated Water Resources Management (IWRM), Muhammad is a dedicated professional in the field of water management. Currently employed as a regional researcher at the International Water Management Institute (IWMI), he focuses on integrated modeling and assessment, supporting research endeavors centered on water resources management and resilience-building initiatives. Leveraging advanced methodologies, including remote sensing and the innovative Water Accounting Plus (WA+) framework, Muhammad contributes to the development of cutting-edge solutions to address complex challenges in water management.

MOTIVATION STATEMENT

I am honored to be a candidate for the IWRA Executive Board for 2025-2027. Originally from Sudan, my career in water resources has taken me across the globe—from Yemen, Jordan, and Sudan to Germany, the USA, and Egypt. This journey has allowed me to work across academia, industry, and international organizations, providing me with a well-rounded perspective on the challenges and opportunities of water management in different geographical and developmental contexts. I believe this multidisciplinary experience will help me contribute to IWRA by building bridges between different sectors and fostering collaboration that addresses global water challenges.
One of the most inspiring aspects of IWRA is its role as a global platform for connection and problem-solving. Our members come from diverse regions and backgrounds, bringing unique perspectives to the table. By working together and sharing our insights, we can turn knowledge into action and make a real difference in water management. This belief in the power of collaboration is a key reason I am running for the Executive Board.
Throughout my career, I have been fortunate to mentor early-career researchers at institutions like the Massachusetts Institute of Technology (MIT) and Cologne University of Applied Sciences. These experiences have shown me firsthand the importance of bridging generations in our field. When younger professionals team up with more experienced members, we build a stronger, more innovative community. I am committed to continuing this work within IWRA, ensuring that every member, regardless of their career stage, feels welcomed, supported, and valued. In particular, I am passionate about echoing the voices of early-career researchers and underrepresented groups to ensure they have the opportunities to thrive and contribute fully.
I am running for the IWRA Executive Board because I believe in the power of listening, learning, and making space for all voices. Mrs. Kim recently started her role as Director of Strategy and Development at World Water Council after having served as Director of the 10th World water forum that she managed comprehensively. Over this Forum preparation she dealt with hydro diplomacy and water cooperation in the Asia pacific region. Previously she was the ED at the Korea water forum, organisation dedicated to Korea’s international cooperation on water. She embarked on her career in the corporate water sector in 2010 as Program manager at the Korea water resource corporation. She has also been a member of UNESCO IHP national committee of Korea and already served as a Director in in the IWRA Board from 2019 to 2021; as such she took a role in the ISC of World water congress in Korea. Thus Mrs Kim has a solid experience and competence in the field of water in the private sector and the public sector as well. She is familiar with the managing of institutions, both at the national and international level. In addition she is part of a very large network of international experts on water.

MOTIVATION STATEMENT

With 15 years of work experience in the international water cooperation arena, Yoonjin has a focused career in coordinating high-profile international dialogues and all processes of the 10th World Water Forum. Her extensive experience and consistent collaborative efforts towards sustainable water management with different stakeholders in the water sector across regions reassure her qualifications. She has developed substantial expertise in building partnerships, planning, and executing co-works between stakeholders from diverse sectors and groups.

In the Asia Pacific region, she has excelled in fostering regional cooperation through strategy hydro diplomacy and governance-based activities, building partnerships that cross national boundaries through the channels of Rep. of Korea’s national activities and that of global actions operated by the World Water Council. Yoonjin is also a passionate advocate for youth engagement in water governance, recognizing that empowering the next generation is vital to securing a resilient water future. 

In addition, she designed and joined the process of setting a Korean national water agenda for international cooperation with more than 100 experts under the auspices of the Korean government. This process required multi-layered knowledge of global water paradigm changes, dynamics of national water activities, and insights to set the strategy for water cooperation in a global society. 

Her proven track record of coordination work, a wealth of experiences, and a global network of connections make her well-prepared to facilitate innovation and inclusivity that will bolster the essential basis of the works for the IWRA activities. 

Yoonjin’s ability to connect and provide insights from the Asian and international water sectors will testify to her networking skills. Her understanding of the IWRA’s keynote, which links the world with global knowledge at the interface of science and policy for sustainable water management, is to be the help of the works of IWRA. Her expertise in organizing international water conferences and mega-events, particularly in relation to the IWRA’s World Water Congress, is a valuable asset. She is well-positioned to provide local and feature-based insights and networks for the next World Water Congress and different works of the IWRA too.

Main achievements that are highly relevant to and prove the value that I can add to IWRA’s next board members are as follows: 

  • Being a Director of the 10th World Water Forum (Political, Thematic, and Regional Process and all other activities of the Forum) and the Asia Pacific Region (2020-Current)
    • During all the processes of the Forum, she worked with more than 800 organizations and experts from different processes and facilitated optimal inclusiveness with different dialogues and preparatory processes. 
  • Being the Northeast Asia regional coordinator dealing with the recent and imminent water issues for the Asia Pacific Water Forum(2012~2019) and the World Water Forum (6th to 8th)
  • Organizing multiple summits and high-level inter-governmental conferences and managing national projects related to global water cooperation 
  • Planning and coordinating the process of setting a national water agenda for international cooperation led by the Korean government 
  • Planning and operating of Science and Technology as well as policy-based programs and coordinating parties involved in their delivery
  • Planning initiatives and building partnerships with public and private linking water technology and policy through the conceptualization and design new projects (World Water Forum, Korea International Water Week, P4G) 

Based on her years of working with and coordinating various water stakeholders of both public and private in diverse water professional work scope, including collaboration with the IWRA over many years, I am seeking to leverage my experience in reinforcing global cooperation on water in the IWRA and contributing to expand regional scope of the IWRA works.

Muhammed İmran Kulat currently serves as the Deputy Head of Foreign Relations at the DSI General Directorate under the Ministry of Agriculture and Forestry. Mr. Kulat is a Civil Engineer with a Master’s degree from Texas A&M University and a PhD from Middle East Technical University. His career includes roles as a design engineer, irrigation engineer, and consultant in the ministry, and he has participated in numerous forums and conferences, including those organized by UN bodies, representing both his institution and country. He also takes roles in the implementation and management of international and foreign-funded water-related projects. He has a keen interest in interdisciplinary and multifaceted issues of water and has published national and international studies on water planning, climate change mitigation, irrigation, energy, and resource management.

MOTIVATION STATEMENT

I am honored to announce my candidacy for the distinguished position of IWRA Director, where I aim to leverage my experience in water resources management across the academic, public, and private sectors, harnessing the unifying power of water. My career has provided me the opportunity to work on complex water-related issues, ranging from irrigation and water management to climate change, renewable energy, and transboundary challenges. With a Master’s degree from Texas A&M University and a PhD from Middle East Technical University, I have served in various capacities, including as a Civil Engineer and Coordinator in the Irrigation Department, and now as the Deputy Head of the Foreign Relations Department at the General Directorate of State Hydraulic Works (DSI) under the Ministry of Agriculture and Forestry in Türkiye.

My diverse background in engineering, policy development, and international representation has given me a broad perspective on water issues. My experience at DSI, Türkiye’s primary water institution, where infrastructure development and policy implementation are carried out simultaneously, has underscored the importance of integrating technical innovation with strategic policy frameworks. Additionally, I have had the privilege of participating as a country representative, working group member, and organizer in various international forums and conferences, including those organized by UN bodies, the World Water Council (WWC), and the International Commission on Irrigation and Drainage (ICID). Moreover, I have published numerous studies on water planning, irrigation, climate change mitigation, and the water-energy-food nexus, which inform my approach to addressing global water challenges.

As a candidate for the IWRA Director role, I am particularly motivated by the opportunity to foster partnerships between governments, research institutions, and international organizations to expand IWRA’s reach. I am currently involved in establishing a new IWRA chapter in my country and region, and I am initiating connections for a potential IWRA event in the near future to further promote regional collaboration on water management. I also hope to contribute to developing transboundary cooperation through my role in IWRA and future initiatives in the region.

Being under the age of 35, I am specifically passionate about enhancing IWRA’s engagement with young professionals, serving as a bridge between generations to ensure that the future of water management is in capable hands. I am writing to officially express my interest in standing for election as a member of the  International Water Resources Association (IWRA). As the President of the India Water  Foundation (IWF), a leading non-profit organization and think tank committed to  advocating for sustainable water management and environmental conservation, I believe  that my experience, expertise, and vision align well with the goals of the IWRA. With over  29 years of active engagement in water resource management, environmental  governance, and climate change mitigation efforts, I am keen to contribute to IWRA’s  mission of advancing water resources knowledge and influencing policy at the  international level.  

Water is the most precious and vulnerable resource on our planet, and the challenges  surrounding its use, conservation, and management have only grown in complexity with  time. My motivation to stand for election to the IWRA is driven by a firm belief that global  collaboration, research-based policymaking, and the sharing of best practices are critical  in addressing the water crises that we face today and will continue to face in the coming  decades. The IWRA serves as a vital platform for knowledge exchange, policy advocacy,  and international cooperation. I am eager to bring my experience from India and my  global networks to help further these efforts. 

My journey in the water sector began several decades ago, and over the years, I have  been fortunate to work at the intersection of water management, policy formulation, and  sustainable development. In my capacity as the President of India Water Foundation, I  have led numerous initiatives aimed at promoting integrated water resources  management (IWRM), enhancing water security, and advocating for climate-resilient  solutions in water-stressed regions. Our organization has worked closely with the central  and state governments, international organizations such as the United Nations, and  various non-governmental bodies to address critical water issues at both the national and  regional levels.  

At India Water Foundation, I have overseen the development and implementation of  several high-impact programs focusing on water conservation, water quality  improvement, and the promotion of water-efficient technologies. These efforts have  directly benefitted communities in water-scarce regions, helping them improve water  access, adopt sustainable agricultural practices, and mitigate the effects of climate  change. One of our key focus areas has been the promotion of the ecosystem based  adaptation and transversality of water, which emphasizes the need to manage water  resources in a holistic manner, considering ecological, economic, and social factors  across sectors.  

Water is a universal issue, transcending borders, cultures, and economies. It is not just a  sector but a connector. The challenges we face, from water scarcity and contamination to  climate-induced water stress and inequitable access, are interconnected and global in  nature. No single country, organization, or individual can address these issues alone. My  candidacy for IWRA stems from my strong desire to contribute to the collective global  effort in addressing these complex challenges through effective collaboration, knowledge-sharing, and policy advocacy.  

One of my primary motivations for standing for election is to contribute to the  strengthening of global water governance mechanisms. The IWRA plays a pivotal role in  shaping water-related policies and practices at the global level. As a member, I would  advocate for policies that promote equitable access to water, strengthen institutional capacities for water management, and foster cross-border cooperation in transboundary water resources management.  

I have long been an advocate of the transversality approach, which seeks to integrate the  management of water resources across sectors and stakeholders. This approach not  only ensures sustainable water use but also promotes socio-economic development and  environmental sustainability. A key aspect of my work at the India Water Foundation has  been bridging the gap between policy frameworks and on-the-ground implementation.  Too often, well-intentioned policies fail to deliver the desired outcomes due to a lack of  alignment with local realities and stakeholder needs. At IWRA, I would work to ensure  that policy recommendations are grounded in practical experience, taking into account  the socio-economic and cultural contexts of the regions they are intended to serve.  

The growing impact of climate change on water resources is one of the most pressing  challenges of our time. Rising temperatures, changing precipitation patterns, and  increasing frequency of extreme weather events are already exacerbating water scarcity  and threatening the livelihoods of millions. I have been deeply involved in advocating for  climate-resilient water management solutions, and as a member of IWRA, I would push  for greater integration of climate adaptation and mitigation strategies into water resource  planning. Another area of focus for me is capacity building and education. Addressing  water challenges requires not only technical expertise but also public awareness and  stakeholder engagement. Through my work, I have emphasized the need for building the  capacity of local communities, water managers, and policymakers to adopt sustainable  water practices. At IWRA, I would advocate for expanded efforts to provide education and  training opportunities to professionals and stakeholders at all levels.  

Vision for IWRA  

If elected as a member of the IWRA, my vision is to contribute to the organization’s efforts  in fostering a more sustainable, equitable, and resilient global water future. Promoting  Inclusive Dialogue: Ensuring that voices from all regions, particularly from the Global 

South, are included in global discussions on water policy. Water challenges vary  significantly across different regions, and it is important that the perspectives and  experiences of developing countries are represented in international forums.  Strengthening Research and Innovation: Encouraging more research into innovative  water management solutions, particularly those that leverage modern technologies such  as data analytics, artificial intelligence, and renewable energy. Innovation is key to  addressing emerging water challenges, and IWRA is well-positioned to promote cutting-edge research in this field.  

Building stronger partnerships between governments, international organizations, the  private sector, and civil society to address water challenges in a coordinated and holistic  manner would be one of the main targets to focus on. Water resource management  requires collaboration across sectors and stakeholders, and IWRA can play a central role  in facilitating these partnerships. I will be dvocating for policies and programs that  enhance water security at the national and international levels including addressing water  scarcity, improving water quality, and ensuring equitable access to safe and affordable  water for all to achieve the 2030 agenda.  

I am deeply committed to the mission and values of the International Water Resources  Association, and I believe that my experience, expertise, and passion for sustainable  water management make me a strong candidate for election. Eng. Trevor I. Magwaza, a registered Professional Engineer with the Engineering Council of Zimbabwe (ECZ) and a Corporate Member of the Zimbabwe Institute of Engineers (ZIE), possesses over two decades of experience in the water and sanitation sector. Holding a Bachelor of Engineering Degree in Civil and Water Engineering from the National University of Science and Technology (Zimbabwe) and a Master’s in Water Resources Engineering and Management from the University of Zimbabwe, Eng. Magwaza is also a certified Project Management Professional (PMP) by the Project Management Institute (PMI) USA.

Currently, Eng. Magwaza serves as the Chief Director for Public Works in the Ministry of Local Government and Public Works. His extensive experience encompasses the design and implementation of water and sanitation projects throughout the SADC region.

In addition to his professional roles, Eng. Magwaza has contributed to the engineering community through his past service on the Zimbabwe Institute of Engineers (ZIE) Board and his current position on the Chinhoyi University Council/Board, where he actively promotes research in water and sanitation.
With a proven track record and a demonstrated passion for water-related issues, Eng. Magwaza is well-positioned to make significant contributions to addressing the water challenges facing Sub-Saharan Africa.

I am writing to express my keen interest in continuing to serve as a Board Member for the  International Water Resources Association (IWRA). It has been a long-held aspiration of mine to  contribute to such a distinguished international water body, and I am proud to be a current member  of the Board. 

With over two decades of experience in the water and sanitation sector, encompassing the design  and implementation of projects throughout the SADC region, I am deeply committed to advancing  sustainable water resource management. My strong background in the development and oversight  of national water projects, including my current role on the Chinhoyi University of Technology  board in Zimbabwe, has equipped me with a comprehensive understanding of the complex  challenges facing the region, particularly those exacerbated by climate change. 

My qualifications, including a Bachelor of Engineering Degree in Civil and Water Engineering, a  Master’s in Water Resources Engineering and Management, and certification as a Project Management Professional, further strengthen my ability to contribute effectively to the IWRA’s  mission. 

Given the growing scarcity of water resources and the potential for conflicts among riparian states  in Africa, I am eager to represent the region’s water-related interests on the IWRA Board. My focus  would be on fostering collaboration and innovative solutions to ensure the judicious, sustainable,  and equitable utilization of shared water resources. 

I am confident that, if appointed, I would make significant contributions to the IWRA’s mission.  My experience in engaging stakeholders and promoting legislative and institutional frameworks  that support sustainable water management aligns closely with the goals of the Association,  especially in pursuit of the United Nations Sustainable Development Goal 6. My past service on  the Zimbabwe Institute of Engineers (ZIE) Board and my current position on the Chinhoyi  University Council/Board, where I actively promote research in water and sanitation, demonstrate  my dedication to the engineering community and to addressing the water challenges facing Sub Saharan Africa.

Dr. Mahmoud is currently working as an Associate Professor at Galala University (Egypt). Armed with interdisciplinary education and training, Dr. Mahmoud is a long-term scientist working on strengthening environmental management and pollution control, especially for value-added resource recovery (i.e., clean water, renewable energy, and nutrients) from wastewater and biomass and for addressing sanitation issues in resource-poor, developing countries, ensuring safe water and sludge reuse. His research interests are strongly linked to the UN sustainable development goals (SDG), particularly focusing on SDG 3, SDG 6, SDG 7, SDG 9, and SDG 13. His key research objective is to incorporate fundamental findings into process models for system design, performance prediction, and technology enhancement. Over the past seven years, he has been able to secure up to 500,000 USD in funding as a PI or co-PI. In addition, he has been able to start a scientific collaboration with scientists in different countries, including the USA, France, Italy, the UK, Ireland, and Germany.

Dr. Mahmoud completed his Ph.D. degree in the civil, environmental, and sustainable engineering program at Arizona State University. His Ph.D. studies were supported financially by the prestigious Ph.D. fellowship sponsored by the Egyptian Ministry of Higher Education as well as ASU’s Graduate Completion Fellowship, ASU’s Faculty Emeriti Fellowship, Arizona Water Association Scholarship, and ASU’s Graduate Research Support Program (GRSP) fellowship. In his Ph.D. research, Dr. Mahmoud explored a new microbial technology, the microbial electrochemical cell (MXCs), which offers promise to capture the energy value of organic matter in various waste streams and biomass. Although MXCs offer significant advantages, such as low energy requirements and green energy recovery, poor operational stability and energy recovery still prevent MXCs from being commercialized. His research primarily focused on making the MXC technology an energy-positive process by improving electron recovery and current density generated from recalcitrant organic wastewater, such as landfill leachate.

In addition, due to his scientific career achievements, he is currently an elected member of the Global Young Academy.

I am honored to offer my candidacy for the Executive Board of IWRA. Joining the IWRA Executive Board  will allow me to have a profound influence on our scientific community owing to my long-term experience  and achievements in the water-energy-food nexus sector, and my unwavering commitment to promoting sustainable water resource management, particularly in developing countries. During my tenure, I expect  to get in direct contact with a diverse group of scientists and pioneers in the field of water management  and climate change mitigation, sharing knowledge, information, and skills as well as making beneficial  professional and business contacts. My professional experience in the water resources arena spans over  18 years, and I have worked on a wide range of projects, from integrated water resource management to  climate-resilient infrastructure development. In addition, my experiences have given me a deep  understanding of the complex challenges facing global water systems, as well as the innovative approaches  required to address them. 

As a candidate for the IWRA’s Executive Board, my vision is centered around three core goals: 

  1. Improving global collaboration: Given that water challenges are inherently transboundary, we  should develop collaborative approaches across borders and sectors in order to overcome these  challenges. I am commi/ed to enhancing collaborations with global organizations, governments,  and local communities. Over the past 18 years, I have been actively involved as a technical lead in  projects funded by several international organizations, such as ICARDA, UN-Habitat, USAID, U.S.  DOD, and U.S. DOE as well as acquiring membership in prestigious organizations, such as  International Water Association, Arab Water Council, Global Young Academy, and the Egyptian  Academy of Scientific Research and Technology (ASRT). Through the facilitation of information  sharing and collaborative efforts, we may harness a wide range of skills to address common water  issues with greater efficiency. 
  2. Promoting Science and Innovation: As a University Professor and an independent scientist, I  strongly believe that emerging water challenges require state-of-the-art, cu_ng-edge research  and technology. My Role is to be an advocate for greater investment and fundraising in water science and technology, driven by the most recent innovations, particularly in developing  countries. Incorporating scientific research into the decision-making process will be crucial for  driving progress in the water sector. 
  1. Empowering Local Stakeholders: Achieving sustainable water resource management necessitates  that local communities be actively involved in addressing issues related to their water resource  management. In this context, I am commited to raising the local stakeholders’ voices and  supporting the ongoing capacity-building efforts. The tools for managing your water differently  already exist, and leveraging these resources will help the solution be more just while creating  greater resilience. Through the provision of resources and by empowering communities, we can  enable them to effectively govern their water resources, therefore a/aining results that are both  fair and resilient. 

Upon my election, I will bring to this role a collaborative approach, strategic planning, and my enthusiasm  for advancing our joint priorities. I am expecting to engage in a variety of activities, which will provide me  with a solid foundation in the areas of leadership, collaboration, and team development and engagement,  allowing me to acquire the required skills to solve the wicked issues facing our global community

Dr. Assefa M. Melesse is a Professor of Water Resources Engineering at the Department of Earth and Environment, Florida International University (FIU) with background in remote sensing and geospatial applications to hydrological modeling. He earned his M.E. (2000) and Ph.D. (2002) from the University of Florida in Agricultural Engineering focusing on watershed hydrology. His areas of research and experience include climate change impact modeling, watershed modeling, sediment transport, surface and groundwater interaction modeling, water-energy-carbon flux coupling and simulations, remote sensing hydrology, river basin management, and land cover change detection and scaling. He has also worked on the application of machine learning and other statistical learning techniques to hydrology. He has vast experience in the Nile River basin and the Caribbean islands. He is the chair and founder of the Nile Talk Forum and the International Environment and Society (EAS) conference series at FIU. He organized and chaired four international conferences over the last four years. Dr. Melesse was a Fulbright Scholar in Ethiopia in 2012. In addition, he has served in two Fulbright Review panels and is currently a Fulbright Faculty Liaison at FIU. He has been a reviewer and member of proposal review and advisory panels in the U.S., Europe, Asia, Middle East, and Africa including for NSF, REACH Project at the University of Oxford, HiWET project in Belgium, Swiss National Science Foundation, United Arab Emirates, NCSTE of Kazakhstan, and many others. Dr. Melesse is a registered Professional Engineer (PE) and Diplomate of Water Resources Engineer (D. WRE) with over 30 years of teaching and research experience. he is also Board of Trustee at AAWRE. He is author and editor of 7 books (3 more are under press) and over 550 publications, including over 215 journal articles, over 90 book chapters, conference proceedings and conference presentations. Dr. Melesse served as advisor/co-advisor for over 70 graduate students. He graduated 23 PhD and a number of master’s students over the last 18 years.

I am exceptionally qualified to serve on the board of directors of the International Water Resources Association (IWRA) due to my extensive experience, international reputation, and dedicated service to the water resources field over the past two decades.
As a Professor of Water Resources Engineering at Florida International University since 2004, I have established myself as a leading expert in hydrology, water resources management, and applications of remote sensing and GIS. My research portfolio includes over 580 publications, including 223 peer-reviewed journal articles, 11 books, and 96 book chapters. This prolific scholarly output demonstrates my deep knowledge of water resources issues and ability to contribute cutting-edge insights to IWRA’s mission.
My work spans multiple continents, with research projects focused on river basins in Africa, North America, and the Caribbean. This global perspective aligns perfectly with IWRA’s international scope. My extensive collaborations with universities and agencies worldwide, including in Ethiopia, Kenya, Tanzania, and Jamaica, showcase my ability to forge productive partnerships across borders – a key asset for IWRA’s board.
In terms of service to the profession, I have an exemplary record. I have served as editor for multiple journals, including as Editor-in-Chief for the Remote Sensor section of Sensors since 2007. I have organized five international conferences on water resources topics since 2020. I am also currently a Senior Climate and Environment Fellow for the US State Department and a Board of Trustee Member for the American Academy of Water Resources Engineers.
My commitment to education and mentoring the next generation of water professionals is evident in my supervision of over 75 PhD and master’s students. I have also conducted numerous technical training workshops on GIS and remote sensing applications for water resources in countries like Ethiopia, Kenya and Tanzania.
With over $20 million in research grants as PI or Co-PI, I have demonstrated an ability to secure funding and manage large-scale projects – skills that would benefit IWRA’s board. My selection as a Top 2% World Scientist by citations for five consecutive years (2019-2023) speaks to the global impact and recognition of my work.
In summary, my distinguished career as a researcher, educator, and leader in the water resources field makes me an ideal candidate for IWRA’s board of directors. Dr. Laura Movilla Pateiro is a Ph.D. Senior Lecturer in Public International Law at the University of Vigo (Spain) and a Research Fellow at the Secretariat of the International Council on Environmental Law (ICEL).

Her primary field of research is the international legal regimen of water resources. Her doctoral thesis on the law of transboundary aquifers was awarded the “Adolfo Miaja de la Muela” Prize by the Spanish Association of Professors of International Law and International Relations (AEPDIRI) to the best doctoral thesis in Public International Law 2013-2015. She has also been visiting researcher in this field at the Strathclyde Centre for Environmental Law and Governance (SCELG) of the University of Strathclyde, (Glasgow, United Kingdom). She is the author of numerous publications dealing with different aspects of international water governance, including her book El Derecho Internacional del Agua: los acuíferos transfronterizos, Bosch Editor, Barcelona, 2014. Currently she is also conducting research on international climate change law, environmental protection of the deep seas, and access and benefit sharing of marine genetic resources.

MOTIVATION STATEMENT

It would be a pleasure to serve as one of the 2025–2027 board directors of IWRA, an organization I joined at the beginning of my academic career. Since then, its members, activities, and publications have been a constant source of learning and inspiration. I firmly believe that water—particularly groundwater—must be more strongly brought to the center of research and policy agendas worldwide, that interdisciplinary approaches are essential, and that IWRA has an important role to play in this regard. In this context, I can bring to the Board my teaching, research, and professional experience and networks in international law and the governance of water and the environment. Serving on the Board would also be an excellent way to demonstrate my gratitude to the organization from which I had the privilege to receive the Water Drop Award at the XVII IWRA World Water Congress in Korea.

Mr. Leodinous Mwebembezi is a water resources management specialist with an experience of over 30 years in the field of hydrology, integrated water resources management, climate change and sediment transport. He has worked with the government of Uganda all this time. Through this he has been able to interact extensively with actors at the local, national, regional and international levels in the field of water resource management and sustainable development.

MOTIVATION STATEMENT

I am seeking to be elected as Director because I am a water resources management specialist with an experience of 28 years in the field of water resources management having joined the water and environment sector in Uganda in 1996. I have worked at length with water management experts and implemented projects at national, regional and international levels. Through this I have gained knowledge and skills that will enable me to execute my role excellently since this has exposed me to working with people of different cultural, social, economic and racial backgrounds.  I am therefore enthusiastic about the prospects of bringing my expertise to the Executive Board.  

It will be my first time and I will be representing a country which has never been represented on the board before. I will therefore use this privilege to increase membership of the country by bringing in the organisation more members from this country which is underrepresented in membership of the organisation. My position will inspire others to join the organisation. Having joined the organisation in 2014 and followed events ever since, I am confident that I will achieve much for the organisation. My passion is to contribute to a better world and since this happens with knowledge on the world’s water resources, it will be an opportunity to realize my passion. In this I will be able to aid the organisation in advancing its goals and objectives. 

I will ensure that I participate fully in all proceeding of the Executive Board and spearhead the shaping of the international agenda for water resources. I will also ensure that issues affecting water resources for less privileged communities in the world are brought to the fore at this international forum. Having worked with communities in low developed countries, it is my intention that these issues come out clearly. In this way they can be addressed. Tom Panella is the Chair of the Steering Committee for the Action Platform for Source to Sea Management under SIWI. He was employed for 22 years at Asian Development Bank (ADB) and served as the Director for the Natural Capital and Climate in the Agriculture, Food, Nature, and Rural Development Sector Group from 2023-24, He was Director for Environment, Natural Resources and Agriculture in the East Asia Department and Chair of Water Sector Committee from 2020-23. He was the Chief of the Water Sector Group from 2017-20 and Afghanistan Country Director in Kabul from 2014-17. From 2002-14, he led ADB water, natural resources, and climate operations across Asia including postings in Jakarta and Tashkent. From 2000-02, he worked at the World Bank as a Water Resources Management Specialist as well as intermittently at United Nations Environment Programme from 1994-97. He was Southern California Regional Director for Tabors, Caramanis and Associates from 1989-93 developing their water practice and served as the Convener of the California Water Efficiency Partnership in 1997. He is a member of the AGWA Board of Directors and Advisor to High Level Experts and Leaders Panel for Water Related Disaster. He has an MPP and PhD in Public Policy and MSc from the Energy and Resources Group from the University of California, Berkeley.

MOTIVATION STATEMENT

I am honored to submit my application to serve as a Board Member for the IWRA. I have worked with water for 35 years in California and internationally with the Asian Development Bank (ADB). I am deeply committed to the sustainable management of water through improved knowledge using a multidisciplinary approach. I am highly motivated to add value to the role that IWRA plays in developing and facilitating knowledge exchange through its various fora. I can strongly contribute to IWRA’s holistic approach that combines numerous technical, policy, socio-economic, and institutional aspects of water management.

I will dedicate my efforts on the Board to strengthening the policy dimensions of IWRA’s work. My international experience and network from working in Asia for nearly 25 years is well suited for the Board and will strengthen IWRA’s policy outreach and impact. I have managed projects and developed water policies in many countries from Afghanistan to the Peoples Republic of China always working in close partnership with my clients. My approach is fully aligned with the IWRA values of respect, transparency, collaboration, equal opportunity and promoting international cross-cultural and cross-disciplinary communication.

In addition, I have substantial experience working with water and climate change, both adaptation and mitigation. I will use my Board position to strengthen IWRA’s climate change activities and develop a more comprehensive climate program.

Santosh is an Assistant Professor of ‘Arid Hydrology and Water Systems’ at Texas A&M University, with dual appointments of AgriLife Research (75%) and AgriLife Extension Service (25%). He is also one of the leading FAA-certified drone pilots in Texas A&M AgriLife.

Santosh’s research program at Texas A&M focuses on developing resilient water management practices and decision-making frameworks that help sustainably manage the shared water sources in the far-west Texas border region between the United States and Mexico. His extension program focuses on arid water conservation and agricultural water use efficiency through collaborative partnerships with local farmers and regional water stakeholders. Nominee’s role is crucial to integrating Research and Extension Services and achieving similar mission and visions of IWRA in the Northern America and Arid regions of the globe.

I am writing to express my strong interest in serving as a Director on IWRA’s Executive Board  for the upcoming 2025-2027 term. As a passionate water resources professional with extensive  experience in the field, I believe I can make valuable contributions to advance IWRA’s mission and  strategic objectives. 

Water is fundamentally important for life, human activity, and sustainable development across  all sectors. As a multidisciplinary organization of water professionals, IWRA plays a vital role in  disseminating water science, promoting sound management practices, and bridging the gap  between research and policy. I am deeply aligned with these goals and excited by the opportunity to  help shape IWRA’s future direction and impact. 

My background in water resources management in arid and semi-arid regions spans over 12 years, encompassing research, project implementation, and stakeholder engagement across diverse  geographic contexts of the globe. I have led major agricultural water management projects,  published extensively on integrated land and water resources management, and advised  inter/national stakeholders and governments on water policy reforms. This multifaceted experience  has given me a holistic understanding of global water challenges and potential solutions. 

As a Director, I would leverage my expertise and networks to strengthen IWRA’s position as a  leading voice on international water scarcity issues in arid and semi-arid regions of the world.  Specifically, I would focus on: 

  • Expanding IWRA’s reach and influence in water-stressed transboundary regions
  • Fostering stronger partnerships with other water-focused organizations to amplify our collective  impact 
  • Enhancing IWRA’s knowledge dissemination efforts through innovative digital water platforms 
  • Supporting early career professionals in the water sector through mentorship and capacity  building initiatives 

I am particularly drawn to IWRA’s emphasis on bridging science, policy, and practice. My  experience working at this nexus would allow me to contribute meaningfully to IWRA’s efforts in  translating research into actionable policy recommendations. I have a track record of active  engagement in professional associations, having previously served on committees and working  groups. I understand the commitment required and am prepared to dedicate substantial time and  energy to IWRA Board responsibilities. Ganesh Pangare is recognised as a leader in the area of environment, water resources, agriculture, green infrastructure, climate and sustainability, with experience spanning over 35 years, largely across Asia-Pacific but also Africa and the South Americas. He has worked with international organisations in senior positions such as the Regional Director, International Water Association (IWA), Asia-Pacific, Ecosystems and Livelihoods Head, Asia at the International Union for Conservation of Nature (IUCN), the Department for International Development (DFID UK), CEO IndiaNPIM, Government of India, etc. Currently he is Transboundary Stakeholder Engagement Advisor to the World Bank.

He has published more than 17 books on water, ecosystems and biodiversity. He has been quoted in Time magazine, written for Nature and has publications with the IFPRI, FAO, UNESCO, the World Bank, ADB and other international organizations.

Ganesh has been a part of expeditions to Antarctica, the Arctic, the Amazon Forest, National Parks in Africa and Asia, across the Himalayas and to the Everest Base Camp. His work and personal zeal for adventure has taken him to each of the seven continents, spanning more than a hundred countries.

In my last tenure as Board member of IWRA 2022 to 2024 I have increased the visibility and increased the membership of IWRA in the South East and South Asia Region. Participated in the Awards Committee, attended all the Board meetings held. Attended Congress and other events of IWRA. Given my 100 percent support and commitment to the Board and Secretariat.
If elected again to the board of IWRA will continue my full support to IWRA activities in the region and further increase membership from the region and bring and support more events to the region. In addition, this time will also strive to lead innovative programs for IWRA and support the Executive Office to raise finances and make the organizational stronger and robust.

Lesley became passionate about water policy and governance when she served as a Peace Corps Volunteer in Uzbekistan and was confronted with the legacy of unchecked water abstraction. She serves as Lead Policy Analyst for WASH Financing at WaterAid UK, where she is charged with leading achievement of the organisation’s strategic goal to increase financing for WASH across the strategic levers of ODA, private sector finance and climate finance. This builds on her earlier work at Water.org, where she engaged to infuse innovative finance into the global dialogue about water finance. She also spent 2.5 years at Global Water Partnership (GWP), where she led the Global Water Leadership Programme, an initiative aiming to bring together policymakers for WASH and WRM in seven countries. Additional work includes consulting with World Bank’s Central Asia Energy-Water Development Programme and a fellowship with a small rainwater conservation NGO in southwest India. She holds a Masters in City and Regional Planning from the University of North Carolina at Chapel Hill and a Masters in International Relations (focusing on international environmental resource policy) from the Fletcher School of Law and Diplomacy at Tufts University, with a thesis that examined the implications of the China’s accession to the Ramsar Convention on its dialogue with Kazakhstan over cooperation in the Ili-Balkhash Basin.

MOTIVATION STATEMENT

My view on on water were fundamentally shaped by living and working in Uzbekistan, a country facing a legacy of severe water constraints from Soviet mismanagement practices that triggered a vicious cycle of over-abstraction and economic dependency. I witnessed firsthand the confluence of economic, social and environmental consequences that result from tunnel-vision policy and practice, and grappled with the knowledge that this reality was human-generated. In that realization, however, I also found optimism: problems created by people could also be solved by people, and I resolved to be part of the solution. I approached the challenge from the angle of city and regional planning, which depends upon multistakeholder consultation, consensus-building and navigating people as much as identifying technical solutions.

My career in water has embraced both water resources management (WRM) as well as water and sanitation (WASH), which until recently were seen as unconnected silos. Environmental change accelerated by rapid climate change have prompted a recognition that these sectors are inextricably linked, and I recently managed a programme that sought to bring the WRM and WASH policymakers together for joint solution development in seven countries. Within the sector, however, I am most widely known for identifying and championing alternative financial solutions to water that extend beyond ODA and seek attracting less traditional sources of finance for water. I’m a creative thinker who loves to confront complex problems.

Outside of my formal career, I have served on three Boards of Directors and been elected President of two of them. In these contexts (as well as within my respective workplaces) I have driven strategic planning processes and enhancements to organizational efficiency. As a sitting member of the SIWI Scientific Programme Committee I have facilitated diverse teams of stakeholders to jointly construct and deliver an engaging seminar series. In this work as well as co-chairmanship of the Sanitation and Water for All Partnership (SWA) High-Level Political Dialogue Working Group, I consistently collaborate with colleagues and peers to cultivate intellectual conversations that move past institutional “show and tell” to genuine explorations of challenges and solutions.

As a member of the Board, I would promote increasingly intersectional conversations with attention to finance and WASH, and the overlay with climate. I would ask critical questions about our strategic direction and work enthusiastically across the organization to connect dots and co-develop next steps, keeping IWRA current and at the forefront of the evolving conversation.

Md Mezanur Rahaman is a seasoned Waste Management Expert with over 11 years of experience in water and sanitation management. Currently serving as a Coordinator and ADB Consultant under the DPHE Emergency Assistance Project (EAP) in Bangladesh, he has played a pivotal role in waste management projects, including coordinating the Omni Processor project in the Rohingya Camp and managing WASH projects across 32 Pourashavas.

His expertise spans water supply management, fecal sludge management, solid waste management, and urban infrastructure development. Proficient in tools like EPANET, WaterGems, AutoCAD, and ArcGIS, Mezanur has also advised on e-waste management and supervised the construction of key urban infrastructure.

MOTIVATION STATEMENT

As a board member of the IWRA, I would like to play an important role to achieve an effective and  operational governance of the IWRA providing strategic input, involving effective instruments,  mechanism, 11 years practical experiences on urban development project, advocacy, policies,  and support to advance the Association’s goal. 

As a director, I would like to assist the President in executing Executive Board activities, including  strategic decision-making and implementation. I would like to attend meetings, contribute to  discussions, and help implement directives guiding IWRA’s strategic direction and policies. And I would like to engage myself in specific tasks, committees, or projects as assigned by the President, leveraging my expertise to further IWRA’s mission.  

As a very young candidate of the upcoming IWRA Executive Board election for 2025-2027 of  the International Water Resources Association (IWRA) I would like to emphasize myself to be an  effective representative of the young researchers in the field of water resources management in  the world including climate change adaptation during natural disasters like flash flood and heavy  rainfall, greenhouse gas effect in climate change, contamination of surface water, change in  hydrogeological landscape, landsliding due to extreme rainfall and flash flood, flood water  management through hydro structure, urban and rural pipe water supply modeling, ground water  management through hydro geo ground water modeling, unlocking climate financing in water  resource management, environmental management, protection human resources and livelihood  during disasters, GIS mapping of the loss and damages due to climate change, achieving SDGs  in water supply and sanitation through engagement of youth enthusiast in water resources  management. 

I would like to keep myself in steering the IWRA Association towards impactful contributions to the sustainable management and use of water resources worldwide, fostering necessary  collaboration and knowledge exchange among water professionals. Also, I want to represent the  Association at international and intergovernmental events on a fully voluntary basis, accepting a  role on the Board also comes with certain commitments and responsibilities. I would like to join  online Board meetings and the annual general assembly. I would like to support the work of the Committee, Task Force or Chapter, according to my expertise and interest in water resources  management, environmental management, solid waste management, e-waste management and  disasters risk management.

Ronald Roopnarine is a seasoned expert in Environmental and Agricultural Management, Climate Change Adaptation, Disaster Risk Management, and Sustainable Development. With extensive academic and management experience, both internationally and regionally, he has contributed significantly to the fields of Geographical Information Systems, Integrated Water Resource Management, and Soil Mechanics.

Formerly a Senior Lecturer in Earth Sciences at COSTAATT and an Adjunct Lecturer at the University of the West Indies (UWI), Ronald now serves as a Lecturer in Disaster Risk Resilience in Agriculture and the Environment at UWI’s Faculty of Food and Agriculture. In addition, he is the Network Manager at Caribbean WaterNet/CapNet UNDP and a Regional Environmental Disaster Risk Management consultant.

I had the pleasure of serving as a member of the International Scientific Committee for IWRA’s 2024 Islands Water Congress (4-6 September, Faroe Islands). My experience was extremely fulfilling and allowed for meaningful interaction with IWRA members. This experience strongly influenced my decision to avail myself as a candidate for the upcoming elections.  The IWRA plays a pivotal role globally by building capacity, improving technical competence, and providing a platform that facilitates meaningful collaboration and networking for water resource management professionals. The organization also allows for inter and multidisciplinary approaches to water resource management, which is crucial in the modern world. 

I believe that as an Executive Director of the IWRA, I would be able to bring a fresh, regionally informed perspective, particularly concerning small island developing states.  My deep-rooted experience in the Caribbean, a region acutely vulnerable to climate change and natural hazards, has equipped me with a nuanced understanding of the unique challenges faced by island communities. These challenges, including limited freshwater resources, rising sea levels, and the increasing frequency of extreme weather events, demand specialized attention and tailored strategies.

As someone who has led significant initiatives, such as the development of an integrated water resource management framework for Caribbean SIDS and the creation of water safety plans for Trinidad and Tobago and Barbados, I have a proven track record of driving impactful, region-specific projects. My hands-on experience in developing community flood early warning mechanisms and facilitating capacity-building training across the Caribbean has provided me with practical insights into what works on the ground.

Moreover, my collaborative work with regional developmental organizations and state agencies has honed my ability to build partnerships and mobilize resources effectively. By expanding IWRA’s focus on islands, I would advocate for stronger, more resilient water management systems that cater to the distinct needs of island nations globally, ensuring that these often-overlooked communities have a voice in shaping the future of global water resource management.

This focus is not just timely but necessary, as the challenges facing island communities continue to grow in both complexity and urgency. My election would allow me to bring this critical perspective to the forefront of IWRA’s agenda, driving forward initiatives that have a lasting and positive impact on island nations worldwide.

Palash’s career is distinguished by his extensive experience in water resource management and governance. As the Principal of Governing Water, he has been at the forefront of various initiatives aimed at enhancing water governance. His work involves developing and implementing strategies for sustainable water management, addressing both local and global water challenges​​. In addition, Palash has served as a consultant and instructor for organizations like WaterPlan, University of Saskatchewan, International Association for Impact Assessment, among others. His consulting work has focused on creating innovative solutions for water scarcity and improving water security in vulnerable regions. This experience has equipped him with a nuanced understanding of the complexities surrounding water issues and the governance frameworks required to address them effectively​​.

Manuel Sapiano is the Chief Executive Officer of the Energy and Water Agency (EWA) within Malta’s Ministry for Energy and Water Management. In this role, he coordinates a team of experts with responsibilities for the formulation, evaluation, monitoring and implementation of national policies concerning the use of energy and water in a sustainable manner and the formulation of plans to meet National and EU energy and water resources management targets.

MOTIVATION STATEMENT

A primary function of the IWRA is that of facilitating discussion and experience sharing between water professionals from different countries around the world, enabling the development of a shared knowledge-base to address common water management challenges.  In an eventual role at the IWRA, I will work to support the enhancement of this function, in full awareness of the added value which it brings about to the IWRA’s impact.  Coming from a small Mediterranean island (Malta) helps you realise the importance of sharing experiences with other countries, and hence that “water cannot be managed in isolation”.

Moreover, given Malta’s experience in the development of water management frameworks particularly from the EU water management context, I will also work to bring added focus to the application and development of integrated water management frameworks, where hydrology and hydrogeology need to bridge out to other sciences such as economics, sociology, communications and pedagogy in order to ensure the effective engagement of stakeholders and the public in general – working towards empowering stakeholders to take the correct water management decisions.

Finally, as IWRA we also need to focus on building the water community of the future, and hence I will also focus on the importance of developing capacity building programmes aimed at facilitating the development of future water managers.  These programmes will focus not only on core water management skills, but also on skills which will increasingly enable the water message to be spread out with non-water professionals.

Dr. Sudhanshu Shekhar is a distinguished hydrogeologist with over 37 years of professional experience, including 35 years at the Central Ground Water Board (CGWB), where he played a pivotal role in the exploration, monitoring, development, and sustainable management of groundwater resources in India. His contributions have been integral to national initiatives such as the National Aquifer Mapping and Management Programme (NAQUIM).

A recipient of the Aqua Foundation-Aqua Excellence Award (2021) and the National Excellence Award (2024) for his outstanding contributions to groundwater management, Dr. Shekhar has authored over 70 scientific reports and more than 40 papers in prestigious journals and conferences. He is also actively involved with international organizations like the International Water Resource Association (IWRA) and the International Association of Hydrogeologists (IAH), and serves as an editor and reviewer for various scientific publications.

Dr. Shekhar holds an M.Sc. in Geology and a Ph.D. in Hydrogeology from Patna University, Patna, and currently serves as an advisor to Geo-Climate Risk Solutions and Global Hydrogeological Solutions in India.

I’m profoundly honored to stand as a candidate for the position of Director on the IWRA Executive Council. With more than 35 years as Scientist in Central Ground Water Board, Ministry of Jal Shakti, Government of India  I was dedicated to Ground Water Investigation, Exploration, Ground Water assessment, Artificial Recharge to Ground Water, Aquifer Mapping etc for sustainable management of groundwater resources of India. I acquired wealth of practical knowledge, and technical expertise, to address water-related challenges. I  focus on water resource management for different sectors, which gives me a broad perspective on the nexus between water security and sustainable development.

My choice to run for the IWRA Director comes from areas of strength for in the association’s main goal to universally propel the science and practice of water resources management globally. If elected, I will work enthusiastically for the advancement of water science, promote research, information sharing etc for sustainable water use. I’m energetic to take various initiatives, coordinating with other international organisation, improving networking coordinating efforts to develop adaptive water management strategies that can withstand the pressures of climate change, population growth, and increasing water demand.

The Asian region has the largest number of developing nations, higher population density globally, and emerging challenges like declining water levels, groundwater contamination, water-use efficiency, and governance issues. These are the challenges that need to be addressed. I will endeavour to promote membership drive in Asian regions. Efforts will be made to collaborate and organize joint meetings to enhance the voice of IWRA, in Asian countries. The dependence on developing aquifer systems for assured water supply is increasing; therefore hydrogeology needs a rapid push to take up the future challenges.

Qiuchi Shi was the ISC Co-Chair of 18th World Water Congress and made significant contribution to the success of the Congress. She served in many international water-related organisations, such as Member and Vice Chair of Global Water Partnership for the 2017-2020 period, and the Bureau Member of World Water Council for the 2019-2022 period.

Qiushi is an expert in water law and regulation, river basin water resources protection, drinking water source protection, pilot studying for the city’s water ecosystem conservation, environmental impact assessment, the wetland protection, transferring water projects to the wetland, of water quality and water using efficiency standards and etc. She has published many professional articles in China and world famous academic journals.

My name is Qiuchi Shi. You may know me more during the 18th World Water Congress held in Beijing in 2023, I was the Co-Chair of ISC.

As one of the key persons participating in the preparation for the 18th Congress, I gained an in-depth understanding of the International Water Resources Association. For many years, IWRA has promoted researches in water resources and related fields, and has facilitated the exchange of information and technology, which has made a great contribution in water field. Decision-makers, scientists, and production managers have collaborated to continuously advance global water governance through the platform IWRA provided.

My whole career was working on water resource management, particularly in the protection of water resources and aquatic ecosystems mostly in China. I served as Vice Chair of the Global Water Partnership (2015-2017), a member of the Executive Bureau of the World Water Council (2018-2020), and as Director at the China International Center for Economic and Technical Exchanges (2018-2020). I do believe my experiences will help me to contribute to IWRA. My ongoing professional passion for water resource protection motivates me to run for the position of Director. The successful hosting of the 18th World Water Congress in 2023 has filled me with confidence for the future working for IWRA.

Mr. Rajendran Shobha Ajin, is a Ph.D. student with the Department of Earth Sciences, University of Florence, Italy. He is a recipient of a scholarship funded by the European Union (EU) under the project titled “PE3 – RETURN – Multi-Risk Science for Resilient Communities Under a Changing Climate” of the “NextGenerationEU – National Recovery and Resilience Plan (NRRP)” for pursuing the PhD with the University of Florence, Italy. He has an M.Sc. degree with first rank (first class with distinction) in Applied Geology from the University of Madras (Chennai, India) and a B.Sc. degree in Geology (with first class) from the University of Kerala (Thiruvananthapuram, India), in addition to having completed 854 online short-term courses, 381 online project courses, and 13 internships, and attended 238 training programmes, 20 faculty development programmes, and other 622 scientific events (9 summer/winter schools, 28 conferences, three scientific congresses, four symposiums, 30 scientific/technical workshops, 11 seminars, and 556 webinars). With 10 years of work and research experience and a Google Scholar h-index of 16 (773 citations), he has 44 research publications (33 articles in journals with a cumulative impact factor of 50.80; 11 articles in conference proceedings; and one chapter in an edited book) to his credit, filed and published 10 patents, conducted 18 site inspections (reports), and edited or reviewed 568 manuscripts for various national and international peer-reviewed conferences and journals.

I am honored to put forth my candidacy for the IWRA Executive Board, inspired by my unwavering passion for sustainable water management and the importance of global partnerships in resolving significant water challenges. With a comprehensive background in Earth Sciences and Disaster Management, I have dedicated over 11 years to projects that focus on geohydrological hazards and management, effectively linking scientific research, policy initiatives, and community engagement. I have served as the convenor (member) of the Kerala State Disaster Management Authority’s Advisory Committee for Landslide Risk Reduction for the period March 2020 – December 2022. I got elected as a Regional Representative (Europe) of the Young Earth System Scientists (YESS) Community (Argentina) for the period April 2023 – March 2024 and April 2024 – March 2025. In addition, I am a member of various working groups and project groups managed by the Association of Polar Early Career Researchers (APECS) International Directorate in Norway, the World Climate Research Programme (WCRP) Secretariat in Switzerland, and the Analysis, Integration, and Modeling of the Earth System (AIMES) International Project Office in the United States of America. Through this experience, I have gained a thorough comprehension of the complexities involved in managing water resources at both local and global levels, highlighting the necessity of integrating a range of perspectives.

If I am elected to the Executive Board, my primary focus will be on reinforcing IWRA’s position as a forum for international dialogue, ensuring that all perspectives, particularly those from underrepresented areas, are represented in water governance discussions. By cultivating partnerships among academia, governmental bodies, non-governmental organizations, and the private sector, I aspire to encourage innovative approaches to tackle the challenges of water scarcity, quality, and accessibility in both developed and developing countries.

Patricia Simon-Hart boasts over 35 years of diverse experience across the private, public, and non-profit sectors, with expertise in water, energy, information technology, public administration, management, and diversity & inclusion. From 2009 to 2015, she served as the Commissioner for Water for the Government of Rivers State, Nigeria. In this role, Ms. Simon-Hart spearheaded comprehensive statewide water sector reforms, including the development and implementation of water policies and laws, institutional reforms, the establishment of a regulatory authority, water resources data collection, strategic planning, and the execution of various water supply and sanitation initiatives. Her efforts successfully attracted over USD 300 million in funding for the state’s water sector from various donor and multilateral agencies. Ms. Simon-Hart is the co-founder of the Women in Energy Network (WIEN), an advocacy organisation dedicated to increasing female representation within the energy value chain. She also serves as an Independent Non-Executive Director on the Board of Aradel Holdings Plc and manages her own service company in the energy sector. Ms. Simon-Hart holds a Master’s degree in Public Administration (MPA) from the Harvard Kennedy School of Government and a Bachelor’s degree (B.Sc) in Mathematics/Computer Science from the University of Port Harcourt.

It is with great enthusiasm that I present my candidacy for the IWRA Executive Board. My vision for the  Association is rooted in the belief that sustainable water management is best achieved through  inclusivity, collaboration, and innovative policy solutions that draw on interdisciplinary expertise. 

With my background in water governance, including serving as Commissioner for Water in Rivers State,  Nigeria, I have led initiatives that brought about critical water sector reforms, improved infrastructure,  and strengthened policy frameworks. These experiences have given me a profound understanding of  the challenges we face in managing water resources—challenges that transcend borders and require  global cooperation. 

If elected to the IWRA Board, I will focus on the following key goals: 

  1. Fostering Inclusive Leadership and Representation in Water Management I firmly believe that diverse leadership enhances problem-solving. By promoting gender  inclusivity and amplifying underrepresented voices, particularly women in water-related fields,  I aim to broaden the perspectives that shape water policies globally. As founder of a women’s  advocacy network, I have seen firsthand the impact of inclusivity on policy development and  will work to ensure that IWRA continues to champion diversity at all levels. 
  2. Driving Policy Innovation through Interdisciplinary Collaboration 

The intersection of science, policy, and practice is where real change happens. My goal is to  strengthen IWRA’s role as a catalyst for interdisciplinary collaboration by creating more  opportunities for members to engage, share ideas, and co-develop solutions. Together, we can  harness the collective knowledge of scientists, engineers, policymakers, and educators to  create actionable policies that address the complexities of global water management. 3. Expanding Global Knowledge Exchange and Capacity Building 

IWRA’s strength lies in its ability to connect water professionals from around the world. I am  committed to enhancing the platforms we use for knowledge exchange, ensuring that all  members have access to cutting-edge research, tools, and best practices. My vision includes  expanding virtual forums and collaborative spaces where members can work together on  pressing water issues and incorporating new technology. 

  1. Ensuring Financial Sustainability to Support IWRA’s Long-Term Vision 

To maintain and grow IWRA’s influence, financial sustainability is crucial. I am dedicated to  identifying new funding opportunities and partnerships that will ensure the Association has the  resources to continue its important work. Securing financial stability will allow IWRA to expand  its activities, outreach, and impact globally. 

By electing me to the Executive Board, you are choosing a leader committed to enhancing IWRA’s  capacity to drive meaningful, sustainable solutions in water management. Francesco Sindico focuses his work on international water law, an area in which he has published extensively, including a monograph on International Law and Transboundary Aquifers. He is Co-Chair of the IWRA Islands Water Congress International Scientific Committee. He also is Co-Chair of the IUCN World Commission on Environmental Law Climate Change Law Specialist Group, and Director of the Climate Change Legal Initiative. From 2021 to 2024 he was seconded to the Scottish Government where he led the Carbon Neutral Islands project. He provides legal advice to governments and international organisations before international courts, including in the ongoing climate change proceedings before the International Court of Justice. 

MOTIVATION STATEMENT

The three reasons that drive me to put myself forward for the IWRA Executive Board are: 

1) to ensure that the IWRA Islands and Water Congress Series continues to be impactful and deliver its policy vision

2) to bring a strong island dimension to the wider IWRA work and programmes; and 

3) to enable IWRA to contribute in a stronger way to international island and water related policy processes

First, the I IWRA Islands Water Congress has led to: a) an MoU between two governments; b) a possible reform of the water law in the Faroe Islands; and c) a policy report on regulation of freshwater in islands that will be relevant for a global island audience (and beyond). These multiple outcomes demonstrate the vision and practical focus of the Congress Series. By joining the Executive Board, I will ensure that the next two editions of the IWRA Islands Water Congress follow a similar policy pathway and, where possible and needed, build on the outcomes of the I edition and support the MOU in close collaboration with its Parties. 

Second, thanks to the Islands Water Congress Series IWRA has a stronger island dimension. It is imperative that the discussions and outcomes stemming from the Islands Water Congress are reflected in the biannual IWRA World Water Congress. By joining the Executive Board, I will ensure that not only the flagship Congress, but the wider programme of work of IWRA is strengthened through a stronger island presence.  

Third, IWRA is already present in key international water policy processes, like the World Water Forum and other UN water related processes. By joining the Executive Board, I will work closely with the Executive Office to bring IWRA’s voice into: a) island related fora that have a water component (for example the Antigua and Barbuda Action for SIDS – ABAS) and b) non water related processes that are relevant from an island and water related perspective (for example the UNFCCC or the CBD COP processes).

In order to deliver effectively the three objectives mentioned above, I will suggest the development of an IWRA Task Force on Islands and Water. I will work closely with members of such Task Force, the IWRA Executive Office and the wider IWRA membership to deliver on the vison I have put forward in this motivation statement.

Tom Soo is an executive and consultant in water resources management. He has extensive global experience in leadership, institutional development, providing technical and management expertise as well as programme coordination. He has been Executive Director of IWRA and the World Water Council and also has a background in consulting to international institutions, public authorities, academia, as well as private industry. Tom’s current focus areas include climate change adaptation and mitigation, water and energy transition, food security and nature; resiience against water hazards and disasters, digital transformation; institutional arrangements, strengthening the link between knowledge generation and policy making; building networks between private industry, research and government stakeholders. Over the years, Tom has participated in numerous international committees and task forces. He holds a research masters degree in geography; and also has a degree in computer systems engineering (electrical). He currently heads up the International Association of Hydro-Environmental Engineering and Research; is a founding member of the Water Policy Group, and chairs the International Advisory Committee of the UNSW Global Water Institute.

Mr. Werneck is a senior researcher on Hydrology and IWRM at the Brazilian Corporation for Agricultural Research – Embrapa, since 2001. Actually, acting as Undersecretary of Water Security of the Goias State, Brazil. Since 2022, he is a Steering Committee member of the Global Water Partnership – GWP. From 2022 to 2023, he worked at the National Water and Sanitation Agency- ANA, Brazil, as Deputy Superintendent pf Plans, Programs and Projects. He is the former Director of the Regulatory Agency for Water, Energy, and Sanitation of the Federal District – Adasa/Brazil (2017-2022). He is an Agricultural Engineer with master’s degree in Agronomy (Irrigation and Hydrology) and PhD in Civil and Environmental Engineering (Water Resources and Environmental Technologies), always working with water monitoring, modeling and managing.
Mr. Werneck has a background on research, planning, management, and regulation of the Water and Sanitation sectors. He has an expressive scientific production (15 books, 31 peer reviewed articles, and other 200 published publications) on that fields, with more than 2,700 citations registered on google scholar.
He was vice-president of the Brazilian Association of Water Resources – ABRHidro (2017-2018), and of the Brazilian Association of Regulatory Agencies – ABAR (2019-2020). He acted as vice-chair of the Thematic Commission of the 8th World Water Forum (2016-2018) and, after that, he was Governor (2018-2022) and Bureau Member of the World Water Council – WWC (2020-2022), actively participating in commissions, task forces and preparation processes of the 9th Forum.

Water is a fundamental resource that sustains our communities, ecosystems, and economies.  As challenges such as climate change and population growth intensify, the role of IWRA becomes  increasingly crucial. I believe that through knowledge, collaboration, innovation, and inclusive  dialogue, we can tackle these issues effectively. 

Over more than two decades of experience in water research, management and policy, in local,  state, regional, national, and international level, my background equips me to foster  partnerships across sectors and geographies, ensuring that our initiatives, including our events, are both impactful and sustainable. 

As a Director of IWRA, in addition to technical, scientific and administrative support, if elected,  I will focus my mandate on: 

  1. Enhancing collaboration: Building stronger networks among members and institutions,  mainly, but not only, from Latin-America.  
  2. Building bridges between science and management: Articulating to put into practice  the good ideas and technologies discussed within the scope of IWRA.
  3.  Building bridges between science and policies: Articulating to implement or improve  policies around the world based on good knowledge provided by IWRA community.
  4. Promoting Exchange of Experiences and Awareness: Advocating for actions for capacity  building on water conservation and management involving communities, institutions,  police-makers, water managers and others.

BIO

Dr. Yumiko Yasuda is a water and environmental governance specialist with over 25 years of professional experience. For the past 15 years, her work has focused on integrated water resources management, with strong experience working on improved governance of transboundary waters globally. Her area of expertise lies in the analysis of water and environmental governance, water diplomacy, political economy analysis surrounding natural resources management on transboundary rivers, and non-state actors’ engagements in natural resources management. Yumiko’s strength lies in her ability to understand a range of perspectives through working in various sectors (public sector, private sector, NGOs, academia, and research institutions) and multiple levels of governance (from local to global). She has strong expertise in fostering partnerships, conducting research, and managing multi-country and global projects. She is an excellent communicator in a multicultural context and a team player with leadership skills and enthusiasm for contributing to sustainable development. Yumiko recently worked as the Senior IWRM and transboundary water cooperation specialist at the Global Water Partnership and led GWP’s thematic work on transboundary water globally. She designed and led the development of the Massive Open Online Course on Governance for Transboundary Freshwater Security, which is translated into 5 languages with 4000 learners from over 165 countries. She has also worked in many organizations in a different professional capacity including: Postrdoctoral researcher at the International Center for Water Cooperation (Hosted by SIWI and Uppsala University), the Hague Institute for Global Justice; Researcher at the University of Dundee; Local livelihoods coordinator at the WWF Greater Mekong Programme; Portfolio manager at the UNDP-GEF Asia and the Pacific regional coordination unit; Ecotourism advisor at Mlup Baitong (Cambodian NGO) and Environmental specialist at Ericsson, a global telecommunication company. Yumiko is currently an affiliate of the Wuhan International Water Law Academy.

MOTIVATION STATEMENT

For the past years, I have been working with a global network that brings motivated professionals and organizations globally for improved water security. Through this work, I also fostered communities of practices for professionals who have common interests and ambitions toward a water-secure world. IWRA is a professional association that brings water professionals who want to connect, exchange, and take joint actions. It has the potential for growth and make global impacts towards a water-secure world. Using my past experiences, I am eager to contribute to development of IWRA’s professional community. Considering the nature of IWRA which brings individuals from different sectors, I believe my background working in various sectors including public, private, academia, and civil society would also be useful in shaping future IWRA’s directions.
