PROCESSES OF FLOOD IN RIVERSIDE CITIES

AbstractThe present article constitutes one general approach of the problematics of the floods that concern the cities located in adjoining form to water courses, occupying great part of his plains of flood. In the República Argentina, this type of cases concerns a great number of localities, from the own Capital of the country (Buenos Aires) up to cities of different size as Santa Fé, Cordoba, Resistencia, Pergamino, among others. In most of the cases, the absence of territorial planning and the progressive use of the valleys of flood, they increase the risks on the population up to points in which the adoption of structural measures of protection turns out to be an ineluctable solution. To approach the subject matter a singular case has been considered, the city of Pergamino, in the province of Buenos Aires, which should study by the Laboratory of Hydraulics of the National Institute of the Water), along a study of more than three years. As it was said, in the República Argentina there are many cities that they were born to shore of creeks and rivers of relative magnitude, with the former concept of establishing the settlements in proximities of the water resource. The demographic growth accompanied of a not regular and not planned urban development, it has been occupying and modifying substantially the natural landscape of other times and occupying valleys of floods of the rivers without considering his dangerous consequences. The antropic action on the rural areas, because of the construction of drainage channels, the changes in the agricultural exploitation and the decrease of cattle activity in detriment of a major agriculture, have produced strong changes in the hydrological response of the basin. These changes added to the existence of a humid cycle of more than 30 years of duration, have generated an increase in the risks of flood of the riverside cities. The solution of these problems links itself to the adoption of the structural type measures, such as regulation dams, terraces of defense, drainage works, as well as, and fundamentally, to the materialization of not structural measures. The adoption of the above mentioned, such as plans of contingency, systems of early alert, town planning, among others, cover the residual risks that exist when the maximum capacities foreseen for the works of defense becomes overcome. On the Pergamino city all these factors converge. Its treatment, analysis and the raise of solutions they have been an object of this work, in which the specific problematics is described, the methodology of analysis implemented for the production(elaboration) of a diagnosis is presents and there are described the structural and not structural adopted actions. The compiled experience that it be analyzed, also, because it concern of the importance of the intervention of the society, the governmental and not governmental institutions, which their comprehension of the problematics and the participative assumed commitment, may guarantee the success of the raised solutions.
