Activities of Ukraine in the Development of Flood Management within Carpathians River Basins on Local, National and International Levels

AbstractIntroduction The natural conditions of the Carpathians rivers basins (Dnister, Prut and Tisza rivers) are favourable for the floods runoff formation. The territories of these river basins have been damaged from extreme flood, practically, every year. Taking into account the fact that river floods affect large areas with intense economical development and that Dnister, Prut and Tisza rivers are the transboundary rivers, one of the major requirements of comprehensive integrated water resources management is the development of floods management on local, national and international levels. Objectives The present state, problems, needs and ways of development of flood management within Dnister, Prut and Tisza river basins are considered in this paper. Results The national activities in the field of water management, including, floods management are coordinated by the Cabinet of Ministers of Ukraine. The number of governmental bodies are involved in this activity. The State Committee on Water Management (SCWM) is principal state institution responsible for water management and flood management. The State Hydrometeorological Service (SHMS) is principal state institution responsible for providing economic sectors, governmental bodies and general population with meteorological and hydrological information and forecasts. Local activities in this area are provided by: the Local Governments, local branches of the SCWM, the SHMS and the Ministry of Emergencies. The experience of floods of the last years indicated number problems at the floods management. Most important of theme are: a) the absence of effective communication between state and local authorities, b) the scarcity of budget funds to provide with sustainable flood management; c) the separated planning and management of social, ecological and economical aspects of floods management; d) the lack of modern technical equipment and technology of hydrometeorological observation and forecasting; e) the low level of public participation in the water-related activity. The policy of the development of floods management is implemented by means of elaboration and realization of national and local programs and action plans, and improvement of co-operation of all actors involved in floods managements. Several national programs of development of floods management, including the technical improvement of hydrometeorological observation and forecasting system, have been adopted from 1996 up to 2004. To improve a coordination between different institutions, the Interdepartment Council has been created. Representatives from NGO’s have been included in this Council. The international activities within transboundary river basins are regulated by the Convention on the Protection and Use of Transboundary Watercources and International Lakes, the Declaration on Co-operation in the Field of Water-Related Issues, the Program on Hydrology and Water Resources of the WMO, the Co-operation in the Frame of the International Hydrological Program of UNESCO, the Tisza River Basin Forum; Bilateral and Multilateral Agreements. The present economic situation in Ukraine and its neighbouring countries created complicated conditions for effective co-operation on transboundary rivers. So, it is very actual to intensify an elaboration and implementation of join projects in the field of development of flood forecasts, warning and management. During last years a number of projects in the field of development of structure and non-structure flood management measures have been implemented. The new technologies of flood observation, forecasts and warning have been put in operation in the frames of these projects. Conclusions In spite of economical problems Ukraine is developing its floods management policy on local, national and international levels. Much attention is given to reformation and development of institutional background, i.e. changes for improvement of co-ordination of all central and local state bodies and general public.. Implementation and enforcement of international and EU norms are a priority for all actors which are responsible for floods management and protection policy.
