The View from the Shop Floor: Assessing the Workings and Recommendations of the International Lake Ontario - St. Lawrence River Study Board

AbstractIn December, 2000, the International Joint Commission (IJC) created the International Lake Ontario-St. Lawrence River Study Board to evaluate the procedures and criteria used to regulate the outflows of Lake Ontario and the upper St. Lawrence River. The establishment of the Board was largely due to growing concerns that the existing criteria did not reflect the interests of all of the users of the water system - particularly the environment and recreational boaters. The purpose of this paper is to assess the Board’s decision-making processes and the recommendations of the Board. Of particular interest is the extent to which the Board’s recommendations will promote efficient water use and water-related investments.
