AbstractDue to the global warming, irrigation water is needed more than ever in arid and semi-arid regions. The benefits expected from agriculture are dependent on water resources and irrigation systems. Irrigated agriculture provides the most reliable and assured means of crop production. Irrigation and drainage have played a major role in increasing food productivity over the past few decades. Since irrigation is crucial for increasing agricultural productivity and food security, large-scale irrigation projects have implemented in many arid and semi-arid areas. The most part of irrigation and drainage systems that are long-term and high-cost are funded by public resource in Turkey. Irrigation development is the responsibility of The General Directorate of State Hydraulic Works (DSI) that is the main investment agency responsible for planning, development and management of water and soil resources. DSI has developed 3,4 million ha irrigation area to date. Transfer of operation, maintenance and management responsibilities of large-scale irrigation systems from DSI to Water User Organizations (WUOs) that are non-profit organizations has continued since 1993. WUOs could be Irrigation Associations (IAs), Irrigation Cooperatives (ICs), Municipalities, and Village Authorities etc. As of today, 94 % of the whole transfer has been reached to WUOs. Especially, achieving the expected benefits of the irrigation systems is possible with operation and maintenance according to project criteria. Thus, WUOs become responsible for providing and financing all operation and maintenance services within the irrigation systems. Furthermore, modernization and rehabilitation projects are improved by DSI in order to provide the sustainability of the structures and good operation. In addition, government in 2012 made new regulation that is Law No. 6172 Irrigation Associations. In this way, DSI and IAs gained legal rights to manage irrigation-drainage systems. This paper focuses attention on operation and management of irrigation systems. In this study, irrigation management, legal arrangements and operation activities of irrigation associations in Turkey will be explained.
